Operates heavy-duty class A combination vehicles to safely transport the City's refuse and recycling to disposal facilities at the Transfer Station. Performs a variety of tasks, which may include routine, semi­ skilled, and skilled work, as well as manual labor, and all other related work that is logical to the position.

Supervision:

Works under the supervision ofthe Crew Chief, Assistant Field Superintendent or Field Superintendent. Requires the ability to make independent decisions and act effectively as situations arise. Occasionally responsible for instructing and directing one to three employees (crew) in the same type of work.

Environment:

Work is done under field conditions which may involve walking and climbing over uneven terrain; work may be performed in adverse weather and environmental conditions with exposure to sun, wind, dust, heat, cold, rain, snow, insects, gasoline or diesel fumes, noise; walking moderate distances; carrying and lifting requiring physical strength and endurance. Errors in equipment operation may cause legal or financial repercussions, damage to equipment or facilities, personal injury, injury to colleagues or the public, danger to public health and safety; equipment operation requires adherence to safety and usage protocol; may involve mechanical testing, repair and service requiring adherence to safety protocol. Office setting record keeping work may include use ofpersonal computers and standard office conditions. Has intermittent contact with employees, the public, vendors or contractors in answering questions, solving problems, providing instructions, or supervising subordinates. Errors in judgment and performance may result in damage to or loss ofinformation, delay in or loss of service, possible monetary loss, or adverse legal consequences to the city as well as impact on employee morale, confusion and delay; must drive self and equipment on or offsite as necessary.

Essential Functions:

Heavy Haul Truck and Equipment Operator- Solid Waste Pagel Responsible for the safe and efficient transportation and delivery ofrefuse and recyclable materials using combination vehicles with open-top walking floor trailers (30 - 52 feet) and bulk liquids that require a tanker endorsement. This requires a Class A CDL and is performed within a regional area as directed by management. Operates both manual and automatic transmission vehicles in strict compliance with all Department of Transportation (DOT) regulations, as well as local, state, and federal laws. Adheres strictly to all safety standards, regulations, and procedures, especially those related to driving and material handling. Ensures all loads are properly loaded and secured (tarped) to prevent spillage and flying debris during transport to facility locations. Performs pre- and post-trip inspections to ensure that the vehicle and equipment meet all DOT requirements for over-the-road transportation, for both in-state and out ofstate hauling. Reports any defects or necessary repairs promptly to the Fleet Maintenance Supervisor. Maintains clear communication regarding transportation and delivery activities. Possesses the ability to safely navigate through traffic and congested areas while adapting quickly to changing traffic patterns, unexpected road closures, and weather-related delays. Must also interpret and adhere to truck route restrictions, including avoiding low bridges and weight-restricted roads, while effectively planning necessary reroutes. Reports delays to the Field Superintendent or Assistant Field Superintendent. Reports accidents and injuries immediately to the Field Superintendent or Assistant Field Superintendent. Transports the Re�reation Department's stage trailer for periodic events. Maintains and performs basic maintenance on all transfer station equipment, including but not limited to trucks, trailers, skid steers, steam cleaners, compressors, and any other equipment assigned to the transfer station. Operates Class A tractor-trailers, wheel loaders, compact wheel loaders, log loaders, forklifts, trucks, roadside mowers, and any other equipment necessary for the operations of the transfer station. Keeps all necessary records. Directs, assists, prepares invoices, and receives payments from the public and from private contractors making deliveries to and from the transfer station; coordinates work efforts with the recycling contractor. Replaces loader operators and solid waste and recycling operators on route collections as needed. This is position is essential and requires that the individual report to work during severe weather events or public emergencies, including state emergencies (e.g., snowstorms, hurricanes), regardless ofany municipal closures or delays. As assigned by the DPW director or their designee will serve as a trainer on operating new equipment or for training employees as requested by the DPW director or their designee.

Education and Experience:

Educational level sufficient to understand and follow specific verbal or written instructions; and, to provide written equipment and other requisite reports as attained by a high school education; two (2) years of direct or four (4) years of relevant experience, or a combination that enables performance of all aspects of the position.

Knowledge, Ability, Skill, Attitude:

Ability to establish and maintain satisfactory relationships with supervisors, coworkers, and the general public. Aptitude for and ability to safely operate tools and equipment utilized. Must be punctual and perform all aspects of job responsibilities with honesty and integrity. Operational knowledge of departmental vehicles, equipment, and their general maintenance. Ability to perform strenuous duties. Must demonstrate organizational and time management skills. Ability to communicate effectively orally and in writing; must work effectively and independently in situations where deviations and irregularities occur. Ability to inspect, analyze, evaluate, diagnose, and correct basic equipment and process failures; ensure safety and professional work standards are set and maintained.

Physical Requirements:

Moderate to heavy physical effort required to perform manual tasks requiring consistent physical strength and endurance for extended periods and possibly under adverse weather conditions. Normal working day involves walking, standing, sitting, climbing with moderate to frequent body movements such as reaching, sitting, crouching, twisting, and repetitive motions, bending, twisting, grasping, pulling and pushing materials up to eighty (80) lbs. Good vision is required for instrument reading and the ability to perform close vision, distance vision, peripheral vision, and the ability to adjust focus.

Special Requirements:

Must possess a valid Massachusetts Class A Operator's License or equivalent from a reciprocal State (CDL) with Air Brake Certification and the ability to obtain a tanker endorsement, applicable hoister's license(s) for the position; any other licenses/endorsements as required by State or Federal law.
