ABOUT US

Pacific State Construction & Electric is a Southern California civil and electrical contractor building EV charging stations and telecom sites. We do our own civil and electrical work with our own crews, so our foremen own the job from layout to final inspection.

THE ROLE

We're hiring a Heavy Civil Foreman to lead field crews on EV charging projects, from DC fast-charger hubs to commercial Level 2 sites. You'll read and build from construction plans, run equipment, lead the crew, and deliver clean, code-compliant work on schedule. This is a working foreman role: you lead the crew and work alongside it.

KEY RESPONSIBILITIES

Crew Leadership & Planning

• Lead and direct a crew of laborers and operators on day-to-day site work.
• Plan the daily work sequence, manpower, equipment and materials to meet the schedule.
• Coordinate with the Project Manager, electricians, utility companies, property owners and inspectors.
• Run daily tailgate meetings and JHAs/JSAs, and keep the site safe and organized.
• Complete daily reports, photo logs, time cards and material tracking. Plan Reading & Layout
• Read and interpret civil, electrical and site plans, including site plans, grading, trench details, equipment pad and foundation details, and conduit schedules.
• Lay out trench routes, pads, bollards, pull boxes and charger locations from the plans using tape, level, laser and string line.
• Spot plan conflicts and field issues early and report them before work is built.
• Build to the plans and document any field changes. Heavy Civil Construction
• Trench, excavate and backfill for underground conduit, compacted to spec.
• Install underground conduit (PVC Sch 40/80, HDPE, GRC) with proper depth, sweeps, spacing and pull ropes.
• Form, set rebar and pour transformer pads, switchgear pads, charger foundations and bollard footings.
• Install ground rings, ground rods, pull boxes, vaults and handholes.
• Saw cut, demo and restore asphalt, concrete and hardscape, including ADA stalls, striping prep and curb work.
• Support directional boring and utility tie-ins.
• Prepare the site for, and walk, city and utility inspections (underground, pad, grounding, final). Equipment Operation
• Operate a mini excavator, backhoe, skid steer and compaction equipment safely and efficiently.
• Tow and haul with dump trailers; manage spoils export and material deliveries.
• Operate saws, jackhammers, rammers, plate compactors and other small equipment.
• Perform daily equipment inspections and report maintenance needs. Safety & Compliance
• Enforce Pacific State, Cal/OSHA and customer safety requirements on site.
• Set up trench protection, excavation barricades, traffic control and spotters.
• Call in and maintain USA/811 tickets; pothole and protect existing utilities.
• Make sure the crew wears the right PPE and report incidents and near misses right away.

QUALIFICATIONS

Required

• 5+ years of heavy civil, underground utility or site work experience, including 2+ years leading a crew.
• Ability to read and build from construction plans and details.
• Experience operating a mini excavator, backhoe and/or skid steer.
• Solid knowledge of trenching, conduit installation, concrete forming and compaction.
• Valid California driver's license and clean driving record; able to tow trailers.
• Able to lift 50-80 lbs and do demanding physical work outdoors.
• Available for early starts, overtime, weekends and occasional out-of-town work. Preferred
• EV charging, electrical utility (SCE, SDG&E, LADWP) or telecom construction experience.
• Class A or B CDL.
• OSHA 30 (OSHA 10 at minimum), Competent Person
• Excavation, CPR/First Aid, Traffic Control/Flagger.
• Experience with directional boring, utility service work or transformer pad installation.
• Bilingual English/Spanish.
• Comfortable with basic smartphone and tablet apps for daily reports and photos.
