Job Description

Summary Pottawattamie County is announcing the hiring for Construction Foreman. The purpose of this position is to manage staff, materials, and equipment for in-house construction and maintenance of the County's bridge and culvert network. A Construction Foreman is under the supervision of the County Engineer and applies his or her knowledge of bridge and culvert maintenance/construction principles and practice, materials, methods, and procedures to the completion of public works projects for the County. The employee carries out projects and procedures and/or directs others performing the work Essential Functions Inspects County bridges and culverts identifying repairs and/or maintenance; plans and consults with the County Engineer, Foremen, and Project Managers about necessary work. Supervises and inspects bridge/culvert projects performed by staff. Ensures proper bridge and culvert inventories for existing and upcoming work. Procurement of materials as needed. Confers with the County Engineer and Project Managers to coordinate County projects. This position will be responsible for winter/snow and emergency call out assistance to East/West Foremen and as directed by the County Engineer. Initiates and recommends personnel actions such as new hires, promotions, discharges, and disciplinary measures. Provides and maintains confidential information relevant to negotiations. Extensive knowledge of the practices, principles, materials, and equipment used in road, bridge, and culvert construction and maintenance. Ability to assign subordinates to tasks, instruct them in their work, and inspect work upon completion. Maintains accurate time and work records for their employees and projects. Supervises daily operations for safety of personnel, vehicles, and heavy equipment on bridge and culvert projects. Perform other job-related duties as necessary or assigned. Essential Knowledge, Experience, and Ability Must have the ability to report regularly and reliably to work on time and in accordance with established work schedule. Must have the ability to perform the essential functions of the job for an 8-hour shift with two fifteen-minute paid breaks and a one thirty-minute unpaid lunch period. Employee should be aware that overtime work may be required based upon the needs of the department. Extensive knowledge of the practices, principles, materials, and equipment used in road, bridge, and culvert construction and maintenance. Ability to plan and organize personal/teamwork schedules, set priorities and meet deadlines. Must possess effective communication skills including written, verbal and listening skills to discuss road maintenance/construction issues with the general public, other county officials, vendors and others who are conducting business with the County Engineer's Office. Must utilize courtesy, discretion and sound judgment with dealing with the public. They may spend a significant amount of time in conversation with co-workers, contractors, and the public. Proficiency in the use of computers and software programs including Microsoft Office (Word, Excel, and Outlook), PubWorks, and PDF editing software. Ability to type accurately and to learn departmental software programs. Ability to accurately perform mathematical calculations, including addition, subtraction, multiplication, division, and fractions. Ability to maintain confidentiality and utilize management discretion for personnel actions and any other issues deemed confidential by the County Engineer. Essential Education, Certification, and/or Licenses Eight (8) years of progressively responsible highway bridge and culvert maintenance work and/or construction experience; or an equivalent combination of training and experience. A High school diploma is required; an Associate's Degree in a relevant field is preferred. Must have a valid Class A Iowa Commercial Driver's License and maintain it during employment. Equipment certifications and Iowa DOT certifications are preferred. Apply Online Department Secondary Roads Salary $39.62 - $48.27/hour
