Public Works employees and assigned seasonal/temporary personnel Position Summary Freeport Borough is seeking a dependable, experienced, and hands-on Working Foreman to oversee and participate in the daily operations of the Borough's Public Works Department. The Working Foreman is responsible for coordinating employees, equipment, projects, and daily work assignments while actively performing the same maintenance and operational duties as the crew. This position plays a key role in maintaining Borough roads, infrastructure, equipment, public property, parks, public docks, parking meters, and the wastewater/sewage system. The Working Foreman must be able to work independently, supervise employees, prioritize projects, operate equipment, perform repairs, respond to emergencies, maintain required records and reports, and communicate effectively with the Borough Manager, Borough Council, contractors, residents, and other Borough personnel. Essential Duties & Responsibilities Public Works & General Maintenance Plan, assign, supervise, and participate in daily Public Works activities. Perform general Borough maintenance and repair work. Maintain Borough streets, alleys, sidewalks, stormwater infrastructure, signs, and other public infrastructure. Perform pothole repair, patching, road maintenance, painting, and related work. Maintain parks, public spaces, Borough buildings, grounds, and facilities. Perform mowing, trimming, brush removal, cleanup, and seasonal maintenance. Perform and document PA One Call (PA-1-CALL) duties as required before excavation and other applicable work. Empty Borough parking meters and properly handle and transfer collected funds in accordance with Borough procedures. Assist with special projects, community events, and other Borough needs.
Wastewater / Sewage
Operations Participate in the operation and maintenance of the Borough's wastewater/sewage plant and related infrastructure. Monitor plant equipment and identify maintenance or operational concerns. Perform routine preventative maintenance and minor repairs. Respond to sewer-related problems, backups, equipment failures, and other emergencies. Coordinate with engineers, contractors, laboratories, regulatory agencies, and outside service providers when necessary. Maintain required sewage plant operational, testing, maintenance, and compliance records. Prepare and complete the monthly Discharge Monitoring Report (DMR) for the sewage plant and ensure required information is submitted as applicable. Ensure required inspections, testing, reporting, and maintenance activities are completed. Streets, Roads & Winter Operations Coordinate and participate in snow and ice removal operations. Operate snowplows, salt spreaders, trucks, tractors, and other Borough equipment. Monitor road conditions and determine appropriate snow and ice response. Maintain streets, curbs, drainage areas, signs, pavement markings, and related infrastructure. Coordinate road repairs, paving, line painting, and other projects performed by Borough employees or outside contractors. Occupancy Inspections Perform occupancy inspections as assigned by the Borough. Inspect applicable properties for compliance with Borough requirements. Document inspection findings and maintain appropriate records. Identify deficiencies and communicate required corrective action in accordance with Borough procedures. Coordinate with the Borough Manager, property owners, tenants, contractors, and other officials as necessary. Public Docks Oversee the maintenance and seasonal management of the Borough's public docks. Coordinate and participate in the installation of the public docks each spring and removal each fall. Inspect docks and related equipment for damage, safety concerns, and maintenance needs. Perform or coordinate necessary repairs and maintenance. Coordinate employees, equipment, contractors, and other parties involved with seasonal dock installation and removal. Equipment & Vehicle Maintenance Operate Borough vehicles, machinery, tools, and equipment safely. Perform routine inspections and preventative maintenance. Complete or coordinate minor equipment and vehicle repairs. Identify when specialized repairs or outside contractors are necessary. Maintain equipment, tools, supplies, and maintenance areas in an organized and safe condition. Notify the Borough Manager of significant repair or replacement needs. Supervision & Work Coordination Provide daily direction and work assignments to Public Works employees. Work alongside employees in completing assigned projects and maintenance activities. Monitor work quality, productivity, and safe work practices. Train employees in equipment operation, procedures, and proper maintenance practices. Coordinate employee schedules, projects, emergency coverage, and seasonal workloads with the Borough Manager. Communicate personnel, safety, equipment, and operational concerns to the Borough Manager. Coordinate work with contractors, utilities, engineers, emergency services, and other outside organizations as necessary. Buildings, Parks & Borough Property Maintain Borough-owned buildings, garages, parks, recreational areas, docks, and other properties. Perform or coordinate basic plumbing, carpentry, painting, electrical, mechanical, and facility repairs within the employee's qualifications. Identify larger repairs requiring professional contractors. Maintain Borough properties in a safe, clean, and presentable condition. Reporting & Administrative Responsibilities Prepare and provide a monthly Public Works report to Borough Council summarizing completed work, ongoing projects, equipment or maintenance concerns, sewage operations, and other significant Public Works activities. Prepare the monthly DMR for the sewage plant and maintain associated records. Maintain maintenance, equipment, inspection, PA One Call, and project records. Track maintenance and repair needs for Borough vehicles and equipment. Assist with inventory of tools, equipment, materials, and supplies. Identify materials, equipment, and supplies that need to be purchased. Obtain quotes or assist the Borough Manager with contractor and vendor coordination when requested. Provide information needed for budgeting and future equipment or infrastructure planning. Report significant infrastructure, equipment, safety, or operational concerns to the Borough Manager. Safety & Emergency Response Follow and enforce Borough safety policies and proper equipment operating procedures. Maintain safe working conditions for employees and the public. Respond to emergencies involving roads, sewer infrastructure, flooding, storms, fallen trees, equipment failures, and other Public Works matters. Be available for emergency and after-hours work when necessary. Participate in snow removal and other weather-related operations, including nights, weekends, and holidays when conditions require. Minimum Qualifications High school diploma or equivalent. Previous experience in public works, construction, utilities, wastewater operations, road maintenance, heavy equipment operation, municipal maintenance, or a related field. Demonstrated ability to supervise or coordinate employees and work projects. Experience operating trucks, tractors, loaders, snowplows, mowers, and/or similar equipment. Mechanical aptitude and ability to perform routine maintenance and repairs. Valid Pennsylvania driver's license with an acceptable driving record. Ability to obtain and maintain licenses or certifications required for assigned duties. Ability to respond to emergency and weather-related situations outside normal working hours. Preferred Qualifications Previous municipal Public Works experience. Supervisory or foreman experience. Wastewater/sewage plant or collection-system experience. Pennsylvania wastewater operator certification or ability to obtain required certification. Commercial Driver's License (CDL), or ability to obtain one if required by the Borough. Experience with PA One Call requirements and procedures. Experience performing property or occupancy inspections. Experience with snow removal and winter road maintenance. Experience with heavy equipment, mechanical repairs, construction, plumbing, electrical work, or similar trades. Knowledge, Skills & Abilities The successful candidate should demonstrate: Strong mechanical and troubleshooting abilities. Ability to safely operate vehicles, machinery, tools, and equipment. Ability to organize and prioritize multiple projects. Ability to supervise employees while also performing hands-on work. Sound judgment during emergencies and unexpected situations. Ability to maintain accurate records and complete required reports. Ability to identify problems and determine whether work can be completed internally or requires an outside contractor. Ability to communicate professionally with Borough officials, employees, contractors, vendors, regulatory agencies, and residents. Ability to work independently with limited supervision. Knowledge of workplace and equipment safety practices. Dependability and willingness to respond when Borough operations require immediate attention. Physical Requirements This is a physically demanding, hands-on position. The employee must be able to: Work outdoors in varying weather conditions, including heat, cold, rain, and snow. Stand, walk, bend, climb, kneel, and perform physical labor for extended periods. Lift and move materials, tools, and equipment associated with Public Works operations. Safely enter and work around maintenance facilities, construction areas, roadways, wastewater facilities, docks, and other municipal infrastructure. Safely operate Borough vehicles and equipment. Work Schedule The Working Foreman will generally work a regular full-time schedule; however, the nature of municipal Public Works requires flexibility. The employee must be available for snow and ice operations, sewer emergencies, storm response, infrastructure failures, dock installation/removal, and other emergencies or seasonal operations, which may require evenings, overnight hours, weekends, and holidays.
