Job Summary We are seeking a dynamic Program Manager and Plumbing Supervisor (Master Plumber) to direct and oversee utility maintenance operations on the Pentagon Reservation. In this critical leadership role, you will hold dual responsibility as the primary contractual and operational authority (Program Manager) and the on-site technical authority (Plumbing Supervisor) for the preventive maintenance, service calls, inspection, testing, and repair of sanitary, storm, and domestic water infrastructure.
Pay Rate:
$140,000 - $185,000 per year
Program Management and Contract Administration Duties:
Serve as designated contract manager with responsibility to manage daily activities relating to contract scope and established budget. Act as the primary liason with government personnel and stakeholders. Develop, maintain, and update project schedules and activities. Attend regular progress meetings and technical reviews, record important meeting details and submit records. Manage service order tracking and equipment datamases (CMMS), ensuring the timely closeout of work orders, minor repairs, and building management system tickets. Develop proposals for major repairs.
Plumbing Supervision and Field Operations:
Supervise and direct tradespeople across scheduled preventative maintenance, inspections, and emergency service operations. Oversee and perform hands-on maintenance, modifications, and emergency repairs across sanitary, storm, and domestic water systems.
Technical duties including:
grooving and installing pipes; soldering pipes in riser and utility spaces; installing pro-press fittings; installing piping on sanitary and storm systems; installing, rebuildings, and servicing mixing valves, trap primers, strainers, and water hammer arrestors. Direct and execute pipe cleaning, ensuring waste lines and systems are cleaned. Conduct sewer camera video inspections to diagnose bloackages and record verification footage. Manage the inspection, pumping, and maintenance of sewage lift station pits, holding tanks, storm water structures, and more equipment in compliance with Arlington County and State of Virginia environmental standards.
Required Experience and Skills:
Master Plumber License OSHA 30 certification Minimum of 5 years of experience managing and supervising operations and maintenance of commercial plumbing systems Minimum of 10 years of hands-on, progressive experience in commercial plumbing Knowledge and experience with Computerized Maintenance Management Systems (CMMS) such as Maximo Prior experience managing utility/ facility operations within secure or government facilities. Ability to pass required federal background checks to obtain necessary clearances or access credentials driver's license
Physical Requirements:
Must be able to work in confined spaces and navigate utility tunnels utilizing proper PPE. Must be able to safely climb ladders, scaffolding, and risers.
