Private-sector experience is welcome. DoD / NAVFAC experience is a plus, not a requirement. Commercial, industrial, multifamily, tenant-improvement, and public-works Project Managers should apply. About W E S T Development W E S T Development, Inc. is a Southern California SBA 8(a) general contractor. We deliver design-build, renovation, repair, construction management, and facilities work. About 70% of our work is self-performed. The mix includes Department of Defense contracts and private-sector / commercial projects. Federal clients, when assigned, include NAVFAC Southwest and FEAD offices, MCCS, USACE, and

at sites such as MCAS Miramar, Camp Pendleton, Naval Base San Diego, Point Loma, Coronado, and others. Travel between project locations may be required. Base access is required only when the assigned job is on a military installation. What you will do Own assigned projects from award through punch list and closeout: scope, schedule, budget, and risk. Build and maintain the schedule. Run look-aheads with the Superintendent. Flag delays and recovery plans.
Own the budget:
buyout, cost coding, commitments, invoice review, forecasting, and cost-to-complete. Write and track subcontracts, purchase orders, change orders, RFIs, and submittals. Read plans, specifications, and scopes. Keep as-builts and project files current. Coordinate Superintendents, QC, SSHO, subcontractors, vendors, and inspectors. Be the day-to-day owner / client contact — private owners and, when assigned, NAVFAC, FEAD, MCCS, or USACE staff. Drive daily reports, meeting minutes, pay applications, and closeout packages. Use Outlook, Adobe, Word, and Excel. Procore, MS Project, and
QCS / RMS
are a plus. Must have 5+ years as a Construction Project Manager, Assistant PM ready for a PM seat, or equivalent project-lead role for a general contractor or construction manager. Experience may be private sector, commercial, industrial, multifamily, tenant improvement, public works, or federal. DoD experience is not required. Track record of finishing work on time and on budget with clean contract documents. Able to read and manage plans, specifications, scopes, schedules, and budgets. Outlook, Adobe, Word, and Excel. Able to pass background screening, keep a clean driving record, and obtain site access required for assigned projects. Nice to have Federal or military construction (NAVFAC, MCCS, FEAD, USACE) — helpful, not required. Self-perform and multi-trade renovation on occupied facilities. MS Project or similar scheduling. Procore or similar document control. Change-order negotiation, pay applications, and lump-sum or design-build closeout.
