Job Description

The Facility Manager is designated by the Administrator to be present at
NFYS STRTP
at all times when one or more youth are present, in accordance with ILS §87065(f). The Facility Manager oversees daily residential operations, directly supervises Direct Care Staff, and serves as the designated substitute administrator in the Administrator's absence per ILS §87064(e). This position ensures a safe, therapeutic, and compliant living environment for all youth served.
MINIMUM QUALIFICATIONS
Must be at least 21 years of age (ILS §87065(f)(4)) CPI Certification TCI Certification STRTP Experience Must meet ONE of the following requirements per ILS §87065(f)(1) prior to employment: (A) Bachelor of Arts or Sciences degree; OR (B) Two years of full-time experience (or equivalent) working with the population to be served, or equivalent education or experience as determined by CDSS, verified as paid or volunteer work requiring direct supervision and care of the population; OR (C) Two years' experience as social work staff in a group home or STRTP performing duties specified in ILS §87065.2(c) Must complete a minimum of one hour of training per ILS §87065.1(a)(b) before assuming Facility Manager duties (ILS §87065(f)(2)) Must be designated and trained to apply the Reasonable and Prudent Parent Standard per Health & Safety Code §1522.44 and ILS §87067 CPR/First Aid certification required (ILS §87065.1(b)(8)) DOJ/FBI criminal record clearance required prior to employment (ILS §87019) Documentation of required education and experience must be maintained in the personnel file (ILS §87065(f)(6))
ESSENTIAL DUTIES & RESPONSIBILITIES
Be present at the facility at all times when one or more children are present (ILS §87065(f)) Oversee daily residential operations; ensure the facility meets all safety, cleanliness, and program standards in compliance with ILS §87087 (Buildings and Grounds) Directly supervise, schedule, and provide guidance to Direct Care Staff, ensuring required staff-to-child ratios are maintained per ILS §87065.5 and §87065.6 Serve as the designated substitute administrator whenever the Administrator is absent (ILS §87064(e)) Apply the Reasonable and Prudent Parent Standard to decisions involving youth's participation in age- or developmentally appropriate activities (ILS §87067; H&S Code §1522.44) Coordinate facility maintenance, repairs, and supply needs to maintain safe and habitable conditions Oversee documentation of daily activities, shift logs, and incident reports; ensure incidents are promptly reported to the Administrator per ILS §87061 Facilitate thorough shift transitions and ensure incoming staff receive complete, accurate handoff communications Implement and monitor compliance with the facility's Discipline Policies and Procedures (ILS §87072.1) and youth Personal Rights (ILS §87072) Support youth in navigating daily routines and house expectations in alignment with their Needs and Services Plans (ILS §87068.2) Coordinate transportation for youth appointments, school, and community activities per ILS §87074 Assist in training, mentoring, and evaluating new Direct Care Staff in accordance with the facility's written training plan (ILS §87065.1) Participate in Child and Family Team (CFT) meetings and Continuous Quality Improvement (CQI) activities as directed by the Administrator (ILS §87081)
Pay:
$22.00 - $24.00 per hour Shift availability: Overnight Shift (Preferred) Night Shift (Preferred) Day Shift (Preferred)
