This position serves as the primary operational and commercial point of contact for the customer and is responsible for taking projects from award through final completion and closeout. The Project Manager is accountable for schedule, budget, production, labor utilization, subcontractors, materials, equipment, quality, safety, documentation, change orders, billing, collections support, and project profitability. This position works closely with the Estimating, Operations, Dispatch, Field Supervision, Safety, Accounting, and Executive Management teams to ensure projects are completed safely, efficiently, on schedule, and within budget. Essential Responsibilities Project Management & Execution Manage assigned erosion control, stormwater, environmental construction, hydroseeding, stabilization, BMP installation, and related projects from contract award through closeout. Collaborate with Estimating to review contracts, plans, specifications, bid documents, schedules, scopes of work, and project requirements. Establish project budgets, schedules, production targets, manpower requirements, equipment requirements, and material requirements. Develop and maintain project schedules and coordinate work with general contractors, developers, subcontractors, inspectors, consultants, and other project stakeholders. Ensure field operations are consistent with contract requirements, plans, specifications, applicable permits, and company standards. Identify potential project problems before they become schedule, cost, or customer issues. Coordinate with Dispatch to ensure crews, equipment, and materials are deployed efficiently against schedule demands. Monitor field production against estimated quantities and production assumptions. Review daily reports, production reports, time records, equipment utilization, material usage, and other project documentation. Financial & Profitability Management Own the financial performance of assigned projects. Establish and maintain accurate job budgets and cost forecasts. Monitor labor, equipment, materials, subcontractors, and other direct project costs. Compare actual costs and production against budget and estimate on a regular basis. Identify cost overruns and take corrective action immediately. Maintain accurate estimates of cost to complete and projected gross profit. Identify opportunities to improve production, reduce costs, and increase project profitability. Review and approve project-related purchases and expenditures within established authority. Work closely with Accounting regarding billings, receivables, disputed invoices, retention, and collections. Escalate delinquent accounts and disputed amounts promptly. Change Orders & Contract Management Identify, document, price, negotiate, and manage change orders. Ensure extra work is authorized and documented before any additional work is performed whenever practical. Maintain complete records supporting change-order requests, including photographs, quantities, labor, equipment, materials, and correspondence. Identify scope gaps, differing site conditions, owner-directed changes, and other events that may affect project cost or schedule. Review subcontractor and vendor costs associated with changes. Protect the company's contractual rights and profitability. Customer & Relationship Management Serve as the primary day-to-day company contact for assigned customers. Establish and maintain professional relationships with general contractors, developers, superintendents, project engineers and managers, inspectors, consultants, and owners. Attend project meetings as required. Communicate project status, schedule impacts, cost issues, and corrective actions clearly and professionally. Resolve customer issues promptly while protecting the company's contractual and financial interests. Identify opportunities for additional work and future projects. Field Operations Coordinate with Field Superintendents, Foremen, and Dispatch regarding manpower and equipment needs. Verify that crews have the information, materials, equipment, and resources necessary to perform work efficiently. Monitor field production and address productivity problems. Ensure work is performed according to company quality standards. Conduct or participate in project site walks and inspections. Coordinate corrective work and punch-list completion. Ensure completed work is properly documented. Safety, Compliance & Quality Promote and enforce company safety policies and procedures. Ensure projects comply with applicable OSHA, Cal/OSHA, environmental, stormwater, labor, and contractual requirements. Coordinate with company safety personnel regarding incidents, inspections, corrective actions, and training. Ensure required project documentation is completed accurately and timely. Support investigations of accidents, injuries, property damage, and customer complaints. Maintain a strong culture of safety and accountability. Union & Labor Relations Understand and comply with applicable collective bargaining agreements. Coordinate manpower needs with Operations and Dispatch in accordance with applicable union requirements. Ensure labor is properly classified and utilized. Monitor labor productivity and overtime. Escalate labor-relations issues to management promptly. Work cooperatively with union representatives while maintaining company policies and operational requirements. Project Closeout Ensure all contract work is completed and accepted. Coordinate punch-list completion. Verify final quantities and costs. Ensure final billing, change orders, retention, and supporting documentation are submitted. Resolve outstanding customer issues. Complete project closeout documentation and lessons learned. Review final project performance against original estimate and budget. Key Performance Indicators The Project Manager will be evaluated primarily on: Project gross margin Gross-margin variance to estimate Cost-to-complete accuracy Labor productivity Equipment and inventory utilization Material cost variance Schedule performance Change-order capture and recovery Billing accuracy and timeliness Accounts receivable performance Customer satisfaction Safety performance Quality/rework Project closeout performance Revenue and gross profit generated
Qualifications Required:
3+ years of construction project management experience, preferably in erosion control, environmental construction, civil construction, landscaping, grading, utilities, or related construction. Experience with Caltrans plans, specifications, and procedures. Demonstrated ability to manage multiple projects simultaneously. Strong understanding of construction costs, labor, equipment, materials, production rates, and scheduling. Strong organizational and communication skills. Ability to read plans, specifications, contracts, and construction documents. Strong computer skills, including Microsoft Office and construction/project-management software such as Bluebeam. Ability to work effectively with field employees, union personnel, customers, subcontractors, and management. Valid driver's license and ability to travel to project sites.
Preferred:
Experience with erosion control, stormwater BMPs, hydroseeding, soil stabilization, SWPPP-related construction, or environmental construction. Spanish bilingual. Experience working in a union construction environment. Physical & Work Requirements Regular travel to active construction sites. Ability to work outdoors and visit active construction environments. Ability to walk uneven terrain and construction sites. Ability to work occasional extended hours when project conditions require. Must comply with company PPE and safety requirements.

As assigned, including Superintendents, Dispatchers, Project Coordinators, Project Engineers, or other project personnel. Position Authority The Project Manager is expected to make day-to-day decisions necessary to successfully execute assigned projects within established company policies, budgets, contractual requirements, and delegated authority. Issues involving significant financial exposure, contractual disputes, major safety incidents, labor disputes, customer escalation, or material deviations from approved project budgets must be promptly elevated to management. Experience with project-management and NetSuite accounting software. Estimating or field-supervision experience. Bachelor's degree in construction management, business, engineering, or a related field.
