Operations Manager - Smart Road Technologies Position Overview We are seeking an experienced Operations Manager to lead the day-to-day performance of a Smart Road Technologies division. This position will oversee transportation infrastructure projects involving traffic signals, intelligent transportation systems (ITS), roadway lighting, utilities, traffic control, and related heavy-highway work. The Operations Manager will lead multiple project and field teams while maintaining responsibility for safety, quality, financial performance, scheduling, staffing, contracts, change management, forecasting, and client satisfaction. Key Responsibilities Lead the daily operations and overall performance of the division. Oversee multiple transportation infrastructure projects from award through closeout. Manage and develop Project Managers, Project Engineers, Superintendents, Foremen, and field teams. Ensure projects are properly planned, staffed, scheduled, tracked, and documented. Monitor budgets, committed costs, cost-to-complete forecasts, margins, billing, and cash flow. Review critical-path activities, milestone risks, three-week lookaheads, production trends, and recovery plans. Coordinate crews, equipment, materials, subcontractors, suppliers, and other project resources. Lead project startup planning, including contract review, budgeting, buyout, procurement, scheduling, and risk identification. Promote a strong safety culture and ensure high-risk work is properly planned before execution. Reinforce quality-control, inspection, testing, and documentation requirements. Oversee change orders, contractual notices, risk registers, issue logs, and claims documentation. Identify project risks early and develop corrective or recovery plans. Maintain professional relationships with owners, agencies, designers, inspectors, utilities, subcontractors, and suppliers. Drive consistent use of project-management, scheduling, cost-control, and field-production systems. Oversee project closeout, including punch lists, final billing, as-builts, warranties, and owner acceptance. Support hiring, onboarding, performance management, employee development, retention, and succession planning. Required Qualifications Significant construction operations experience within transportation, traffic signals, roadway lighting, ITS, utilities, heavy highway, or similar public infrastructure. Experience overseeing multiple projects, project-management teams, and field operations. Strong knowledge of construction budgeting, cost control, forecasting, scheduling, contracts, and change management. Ability to read and interpret plans, specifications, contracts, schedules, estimates, and cost reports. Working knowledge of construction safety, quality, environmental, traffic-control, utility, and public-infrastructure requirements. Strong leadership, communication, organization, decision-making, and problem-solving abilities. Ability to manage competing priorities and make sound operational decisions under pressure. Ability to work in both office and active construction-site environments. Ability to travel locally or regionally based on project needs. Preferred Qualifications Bachelor's degree in Construction Management, Civil Engineering, Electrical Engineering, Business, or a related field; equivalent industry experience will also be considered. DOT, county, municipal, traffic-signal, ITS, roadway-lighting, utility, or heavy-highway project experience. Experience with design-build or alternative-delivery projects. Experience managing Project Managers, Superintendents, Foremen, subcontractors, suppliers, owners, designers, utilities, and government stakeholders. Familiarity with Procore, Vista, HCSS HeavyJob, Primavera P6, Bluebeam, Microsoft Office, and Teams/OneDrive. Ideal Candidate The ideal candidate is a hands-on construction operations leader who can manage the division as a business unit. This person should be financially disciplined, contract-aware, safety-focused, and comfortable leading multiple project and field teams. The strongest candidates will have direct experience with traffic signals, ITS, lighting, utilities, or transportation infrastructure—not solely vertical commercial construction. Pay:

$125,000.00 - $165,000.00 per year
