This role provides leadership and direction to Civil Site Supervisors, Fiber Site Supervisors, field crews, subcontractors, and contractors to ensure projects are completed safely, on schedule, within scope, and in compliance with company and client quality standards. The Construction Manager will coordinate construction activities from pre-construction planning through project completion and handover. The role will also support fiber network extension projects through field verification, constructability assessments, resource planning, production forecasting, and coordination between engineering, construction, and project management teams. Construction Manager Core Responsibilities Pre-construction & Planning Review construction drawings, project scope, and construction requirements. Review civil and fiber construction methodologies and sequencing. Coordinate with Engineering and Project Management to identify constructability concerns before construction begins. Confirm project requirements, construction priorities, and production expectations. Review proposed cable routes, FDH/FDA locations, tie points, and civil pathways. Ensure required permits, locates, access requirements, and other pre-construction activities are completed. Coordinate resources, materials, equipment, and subcontractors required for construction. Establish construction schedules and production targets. Construction Management & Oversight Provide overall management and direction for daily construction activities. Directly oversee and support Civil Site Supervisors and Fiber Site Supervisors. Coordinate civil and fiber activities to ensure construction work progresses efficiently from civil completion through fiber installation, splicing, testing, and activation. Monitor multiple crews, contractors, and work fronts simultaneously. Ensure construction activities remain aligned with approved plans, scope, schedule, and client requirements. Identify construction constraints and implement corrective actions to maintain project delivery. Ensure appropriate resources are available to meet project milestones and production requirements. Civil Construction Oversight Oversee civil construction activities including trenching, plowing, directional drilling, conduit installation, handholes, road crossings, restoration, and associated Right-of-Way work. Monitor civil production, installed footage, manpower, equipment, and subcontractor performance. Support Civil Site Supervisors with field issues, construction decisions, and escalation requirements. Ensure civil construction is completed in accordance with approved designs, permits, specifications, and client standards. Coordinate civil completion with fiber construction requirements. Monitor and ensure construction deficiencies and restoration issues are identified and corrected. Fiber Construction Oversight Oversee fiber installation, splicing, testing, and activation activities. Coordinate with the Fiber Site Supervisor to ensure fiber construction progresses in line with the overall project schedule. Monitor FDH/FDA completion and network construction milestones. Ensure fiber installation and technical work meets company and client standards. Review testing, quality, and technical issues and ensure deficiencies are addressed. Coordinate resolution of field conditions that impact fiber construction. Ensure project handover and as-built requirements are completed. Network Expansion & Design Verification Support network extension projects through field verification and constructability assessments. Conduct and participate in ride-outs to verify designed prints, route feasibility, and field conditions. Identify discrepancies between engineering documents and actual field conditions. Coordinate with Engineering and Project Management regarding route changes, permitting challenges, and construction impacts. Assist with planning and execution of network extensions from existing fiber infrastructure. Validate pole lines, conduit routes, access points, tie points, and Right-of-Way conditions. Review field conditions and provide recommendations to improve constructability and project execution. Subcontractor & Crew Management Supervise and coordinate civil and fiber subcontractors and contractors. Set expectations for productivity, quality, safety, schedule, and professional conduct. Evaluate crew and contractor performance and address performance issues as required. Monitor manpower and equipment levels across active work fronts. Coordinate additional resources when required to maintain project schedules. Ensure contractors understand project scope, construction standards, and client requirements. Maintain professional working relationships with contractors and field teams. Project Coordination & Performance Manage and track overall project scope, productivity, milestones, and completion status. Develop and maintain construction forecasts. Monitor production against planned targets and identify potential schedule impacts. Track footage, homes passed, FDH/FDA completion, fiber installation, splicing, testing, and project closeout. Identify, assess, and mitigate construction risks. Coordinate with Project Management, Engineering, Operations, and client representatives. Ensure construction priorities are clearly communicated to Site Supervisors and field teams. Escalate significant project risks, delays, quality issues, or resource constraints as required. Quality Control Monitor overall construction workmanship and materials to ensure compliance with company and client standards. Establish and maintain consistent quality expectations across civil and fiber activities. Conduct field audits and site inspections. Identify recurring construction deficiencies and implement corrective actions. Ensure completed work is properly inspected and approved. Minimize rework through effective planning, supervision, and quality control. Ensure project documentation accurately reflects completed construction. Materials & Resource Management Monitor material requirements and usage across active projects. Coordinate material availability with construction schedules. Conduct and validate material and stock reconciliations where required. Monitor equipment utilization and identify resource constraints. Ensure field teams have the appropriate materials and equipment required to maintain production. Identify material shortages or supply issues that could impact project delivery. Reporting & Documentation Review and validate daily construction reports submitted by Site Supervisors. Monitor project progress, quality, incidents, service disruptions, and construction issues. Maintain project tracking sheets, milestone updates, production forecasts, and construction records. Review and approve completed work and project milestones. Ensure as-built documentation and project handover requirements are complete and current. Track construction damages, service hits, and other incidents through resolution. Provide regular project updates to management and client representatives. Health & Safety Enforce company safety policies and procedures across all construction activities. Ensure Civil Site Supervisors, Fiber Site Supervisors, crews, and contractors maintain safe working practices. Conduct and support risk assessments and safety inspections. Ensure toolbox talks and safety briefings are conducted as required. Monitor compliance with site-specific safety requirements. Address unsafe work practices and conditions immediately. Promote a strong safety culture and professional conduct across all construction teams. Stakeholder & Client Coordination Act as a senior construction point of contact for clients, contractors, municipalities, inspectors, and other project stakeholders. Maintain effective communication with Project Management, Engineering, and client representatives. Coordinate resolution of construction-related issues. Communicate project risks, schedule impacts, and construction requirements. Maintain professional relationships with internal and external stakeholders. Support project meetings and provide accurate construction updates. Other Duties Perform additional work-related duties as assigned. Required Qualifications High school diploma or equivalent. Minimum 5 years of onsite construction, telecommunications, or field supervision experience. Experience in FTTH or fiber network construction. Experience managing Site Supervisors, field crews, contractors, or subcontractors. Working knowledge of fiber installation, civils, splicing, testing, and technical processes. Experience with underground construction and Right-of-Way environments. Ability to interpret construction drawings, fiber plans, splice diagrams, and civil designs.
