Company Overview We are a Heavy Civil and Wet Utility General Contractor serving municipal clients across Maryland, the District of Columbia, Northern Virginia, and Delaware. Our work includes water, sewer, storm drain, concrete flatwork, and related civil construction for public agencies. Position Overview Operations Manager needed to own day-to-day field operations across the municipal portfolio — production, multi-job resource allocation, Superintendent leadership, look-ahead discipline, and field safety execution. Reports to the VP of Operations. Directly leads Superintendents. Partners daily with Project Managers and Senior Project Managers on commercial items, with the Equipment / Fleet Coordinator on iron, with Safety on field execution, and with Estimating on bid handoff and production rates. Key Responsibilities Own the weekly and three-week look-ahead across active municipal jobs so pipe, structures, pours, shutdowns, and inspection windows are staffed and sequenced. Allocate Superintendents, crews, key operators, and shared equipment against job priority, permit windows, and production — not whoever calls loudest. Hold Superintendents to production, quality, and safety standards. Coach, correct, and escalate. Build the Foreman-to-Superintendent bench. Drive field safety execution with the
Safety Manager:
plans used on the ground, stop-work respected, incidents reported the same day, trench / MOT / confined-space discipline.
Protect operational cost:
labor productivity, overtime that is planned not habitual, idle crew, rework, and avoidable rental or second-mobilization days. Keep municipal inspection and punch work ahead of the inspector. Rework does not surprise the PM or the owner. Run a clean handoff from Estimating into the field and a clean weekly interface with PMs on constraints, extra work in the field, and recovery plans. Be the field face with inspectors and agency field staff (city / county / WSSC / DC Water / Fairfax / DelDOT and peers) without taking commercial commitments the PM owns. Required Qualifications 8+ years in heavy civil and/or wet-utility construction, including 3+ years leading Superintendents, multiple crews, or multi-job field operations. Municipal / public-works experience required. Demonstrated command of water, sewer, and storm construction and of structural concrete flatwork (curb, sidewalk, structures, approaches) as they run on municipal jobs in
MD / DC / NOVA / DE.
Proven record of look-ahead planning, resource allocation across jobs, and holding field leaders to production and safety. Working command of HCSS HeavyJob (or equivalent), look-ahead / scheduling tools, and job-cost visibility. Comfort in the field and in a short office window. Valid driver's license. Eligible to work in the U.S. Able to pass a background check and drug screen. Able to travel daily among the office, yard, and jobsites across

/ DE and to take after-hours calls on incidents, shutdowns, and weather. Bilingual English / Spanish. Preferred Qualifications Direct Superintendent or Operations Manager experience for a municipal heavy-civil or wet-utility GC in the Mid-Atlantic. OSHA 30; trench competent-person instructor or equivalent field authority; first-aid / CPR. Familiarity with

Water, Fairfax, SHA, DelDOT, and typical municipal spec and inspection practice. Work Environment, Physical & Travel Mix of field and office. Majority of the week is on jobsites — walking uneven ground, trenches, pours, and active MOT in heat, cold, and wet conditions. Occasional lifting of plans, samples, tools, or materials up to 50 pounds. Stooping, climbing, and working around running equipment with required PPE. Regular local travel among jobsites and the office / yard in Maryland, D.C., Northern Virginia, and Delaware. Overnight travel is uncommon. Schedule & Classification Full-time, exempt. Early field presence and a weekly operations meeting are the core rhythm. After-hours and weekend response for incidents, shutdowns, weather, and critical pours or tie-ins is part of the job.
