LAND DEVELOPMENT MANAGER

Job Description

Position Overview:
E2 Project Management LLC (E2PM) is a small-business enterprise (SBE) firm headquartered in Rockaway, NJ, providing multidisciplinary engineering, environmental, construction management, natural and cultural resource management, land surveying, land development, site planning, utility, and infrastructure services throughout New Jersey, New York, and Pennsylvania. E2PM is seeking an experienced Civil Engineer to lead and grow the Land Development team. This is a leadership position responsible for managing land development projects while providing direction, technical oversight, mentoring, and day-to-day leadership to a team of engineers and technical staff. The successful candidate will work closely with E2PM's multidisciplinary engineering, environmental, surveying, planning, and construction professionals to deliver high-quality projects for our clients. The ideal candidate will be an experienced leader who is prepared to take ownership of the Land Development team from the start. The Land Development Manager will oversee projects from initial concept and feasibility through design, permitting, municipal approvals, construction, and closeout. The position will also have responsibility for staff coordination and development, client relationships, project budgets and schedules, quality control, and continued growth of E2PM's Land Development services. This individual should have strong technical knowledge of civil/site development and New Jersey land use regulations, combined with the ability to manage multiple projects, delegate effectively, mentor staff, communicate with clients and regulatory agencies, and make sound project and technical decisions. The candidate should be comfortable taking a leadership role in client meetings, municipal approvals, project planning, and internal team coordination. A New Jersey Professional Engineer (PE) license is strongly preferred; equivalent experience and qualifications will be considered. Candidates should have demonstrated experience managing land development projects in New Jersey, including residential, commercial, industrial, institutional, and/or infrastructure projects.
TYPICAL DUTIES AND RESPONSIBILITIES
  • Lead and manage the Land Development team, providing direction, workload coordination, technical guidance, mentoring, and professional development to engineering and technical staff.
  • Manage multiple land development and civil engineering projects from initial concept and feasibility through design, permitting, municipal approvals, construction, and project closeout.
  • Serve as a primary client contact, maintaining strong client relationships and effectively communicating project scope, schedules, budgets, and technical issues.
  • Oversee civil/site development design and quality control, including site layout, grading, drainage, utilities, roadway improvements, erosion and sediment control, and stormwater management.
  • Represent E2PM at Planning and Zoning Board meetings, pre-application meetings, regulatory meetings, and client meetings as required.
  • Manage project schedules, budgets, staffing, scopes, and financial performance, including proposals, fee estimates, invoicing, and monitoring project profitability.
  • Participate in site visits, field investigations, construction observations, and construction-phase support.
  • Maintain high standards of technical quality, client service, teamwork, and professional accountability across the Land Development group.
PREFERRED QUALIFICATIONS AND EXPERIENCE
  • Bachelor's degree in Civil Engineering or a related engineering discipline.
  • 10+ years of experience in land development, civil engineering design, and project/program management.
  • NJ PE license preferred; equivalent experience / qualifications will be considered.
  • Demonstrated experience with residential, commercial, industrial, institutional, municipal, and/or infrastructure-related land development projects.
  • Strong understanding of New Jersey land use, zoning, permitting, and municipal approval processes.
  • Experience preparing and/or managing NJDEP, NJDOT, Soil Conservation District, county, and municipal permit applications and approvals.
  • Experience participating in or presenting projects before municipal Planning Boards and Zoning Boards and coordinating with municipal engineers, planners, and other regulatory officials.
  • Proficiency with AutoCAD and/or Civil 3D and familiarity with engineering design and project management software.
  • Experience with stormwater modeling programs such as HydroCAD and/or similar hydrologic and hydraulic modeling software preferred.
  • Valid driver's license with a clean driving record.
Pay:
$110,000.00 - $140,000.00 per year
