Encourage and foster development of the state and its cities and counties by developing spaceport facilities in New Mexico; 2. Actively promote and assist public and private sector infrastructure development to attract new industries and businesses, thereby creating new job opportunities in the State; 3. Create the statutory framework that will enable the state to design, finance, construct, equip and operate spaceport facilities necessary to ensure the timely, planned and efficient development of a southwest regional spaceport; and 4. Promote education involvement in spaceport activities and education and training of the workforce to develop the skills needed for spaceport operations. Interviews are anticipated to be conducted within two weeks of closing date. Why does the job exist? This position exists to plan, coordinate, and direct personnel and all activities concerning the design and construction and maintenance of commercial or industrial structures, facilities, and systems at the New Mexico Spaceport Authority (NMSA). The position participates in the conceptual development of construction projects and oversees the organization, scheduling, budgeting and implementation including managing specialized construction fields such as carpentry, plumbing electrical and structural elements and all contractors, and sees it to successful completion. How does it get done? The position is responsible for planning and designing for short and long term infrastructure development in accordance with the ICIP (Infrastructure Capital Improvement Plan) and agency's capital project plans progressing with the initial steps of design, architecture and engineering, costing and budget preparation, estimation of time and materials, building floor plans, structural and site design plans including electrical plumbing, HVAC, mechanical, fire protection, water, sewer and materials selections and follows through successful project completion Projects must be scheduled and follow deadlines considering materials acquisition, procurement and bond funding deadlines, Spaceport customer testing times, weather, and emergencies. Determine and recommend alternatives to meet appropriate delivery times and methods. Knowledge of applicable construction codes, laws and regulations is mandatory. Must be skilled in time management, active listening, critical thinking and complex problem solving. Who are the customers? Minimum Qualification Bachelor's degree in Project Management, Construction Management, Architecture, Civil or Structural Engineering and six (6) years of experience in architectural design, project management or construction management. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience. Employment Requirements Must have a current and valid New Mexico driver's license. Must obtain and maintain a Defensive Driving Certificate. Working Conditions Fast paced office setting with strict deadlines dealing with officials from all state agencies, private landlords and building professionals. Extensive in-state travel to oversee projects throughout the state. Site visits may require more than an eight hour day. Exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone usage, requires use of digital camera. Ability to access roofs, crawl spaces and basements of buildings as needed. Must be able to lift 50 lbs. The position works in an office environment using a personal computer and phone usage but will also be required to visit and inspect construction activities to supervise, direct and monitor contractors and provide project management which could occur in harsh outdoor environmental conditions. Familiarity with software such as Word, Excel, PowerPoint, and Architectural Design/CAD software is highly desirable. Travel will occur periodically to attend conferences, presentations to boards and committees and attend meetings. Work outside normal work hours could occur as necessary.
