Project Manager - Heavy Civil (Highway, Data Center, Oil & Gas) Folino Construction | Pittsburgh, PA | Full-Time | Projects across Western PA About Us Folino Construction is a heavy civil contractor based in Pittsburgh. We pave, pour concrete, and build pipe and utility systems across Western Pennsylvania on heavy highway, municipal, data center and oil and gas projects. We're looking for a Project Manager to run jobs in all of these markets. Faster. Smoother. Better. The Role You'll own your projects from the handoff after the bid through closeout. That means cost, schedule, quality, safety and the client relationship. On a highway job, the client is PennDOT or a municipality. On a data center, you'll often be working for an electrical contractor or a general contractor on a fast-moving campus. On oil and gas work, the client is the operator. You'll work closely with our estimators, superintendents and field crews. What You'll Manage Heavy Highway & Municipal Asphalt paving and milling, concrete, drainage, and underground utilities on PennDOT, PWSA and municipal contracts Data Center Campuses Asphalt paving, concrete, site work, and underground electrical and utility work on data center campuses Oil & Gas (Surface Civil) Well pads, access roads, pad sites, grading, stormwater and erosion and sediment control Responsibilities Run projects from award through closeout: budgets, schedules, submittals, RFIs, change orders and pay applications Build project schedules and coordinate them with other trades, especially the electrical contractor's conduit installation on duct bank work Plan crews, equipment, materials and subcontractors to meet the schedule Track job costs against budget every week. Find overruns early and fix them Serve as the main contact for owners, general contractors, electrical contractors, oil and gas operators, PennDOT inspectors and engineers Work with superintendents to plan the work, resolve field problems and keep production moving Make sure work meets PennDOT Publication 408 on public work, and the client's own specs and quality programs on private work Follow our safety program and each client's site requirements, including owner and operator prequalification and safety programs Document changed conditions (rock, unsuitable soils, design revisions). Price and negotiate change orders with full backup Manage subcontractor and supplier agreements, buyouts and invoices Support estimating with takeoffs, constructability reviews and lessons learned Spot additional scope on active sites (paving, concrete, site work) and bring it back to estimating Handle closeout: punch lists, as-builts, final quantities and retainage Requirements 5+ years managing heavy civil projects as a PM or Assistant PM Hands-on experience with at least two of these: asphalt paving, concrete, earthwork, underground utilities PennDOT project experience, including working knowledge of Publication 408 Strong grasp of job costing, scheduling, contract documents and change order management Able to read and interpret plans, specs, profiles and cross-sections Proficient with Microsoft Office. Experience with scheduling software (MS Project, Primavera P6 or similar) OSHA 30 (or able to get it within 90 days) Valid driver's license. Able to travel daily to job sites across Western Pennsylvania Available for night and weekend work when projects require it Preferred Data center or mission-critical site experience, especially duct bank, site utilities, paving or site concrete Oil and gas surface civil experience: well pads, access roads, pad sites Experience working as a subcontractor to an electrical contractor or a large general contractor Rock excavation and trench shoring experience Experience with contractor prequalification and safety platforms (Avetta, ISNetworld, Veriforce or similar) Experience with HCSS HeavyJob/HeavyBid or similar construction software Bachelor's degree in Civil Engineering, Construction Management or a related field PE, EIT or NECEPT certification What We Offer Salary based on experience Company vehicle, phone and laptop Health insurance 401(k) with company match Paid time off and paid holidays
