About the Role A growing commercial construction company is seeking an experienced Project Manager to lead a state-funded highway/transportation project based in Brownsville, TX. This role will oversee all phases of project execution, from mobilization through closeout, ensuring compliance with state transportation agency specifications and standards while managing schedule, budget, and safety performance on-site. Key Responsibilities Serve as the primary point of contact with state transportation agency representatives, inspectors, and area engineers throughout the project lifecycle. Manage day-to-day project execution including scheduling, subcontractor coordination, material procurement, and budget tracking. Ensure full compliance with state transportation specifications and applicable federal/state DOT regulations. Prepare and submit required documentation, including progress reports, pay estimates, DBE/compliance reporting, and change order requests. Oversee quality control and quality assurance processes in line with state agency testing and inspection requirements. Coordinate with survey, utility, and inspection teams to manage right-of-way, utility relocation, and traffic control plan execution. Lead project safety programs and ensure OSHA and DOT-specific safety compliance across all crews and subcontractors. Manage RFIs, submittals, and change order processes with agency representatives and design engineers. Track project costs against budget, forecast cost-to-complete, and report on financial performance to company leadership. Coordinate traffic control, lane closures, and public communication as required for the project scope. Qualifications 5+ years of Project Manager experience on state DOT-funded highway/transportation projects. Strong working knowledge of state transportation agency specifications, standard details, and contract administration procedures. Experience managing prevailing wage / Davis-Bacon compliance requirements, if federally funded. Proven ability to manage subcontractors, schedules, and budgets on projects in the multi-million-dollar range. Familiarity with traffic control plans (TCP) and MUTCD standards. Proficiency with project management and scheduling software (Procore, Primavera P6, or similar). Strong written and verbal communication skills for coordinating with agency personnel, engineers, and internal teams. Valid driver's license; ability to be on-site in Brownsville, TX for the duration of the project. Bilingual (English/Spanish) a plus given South Texas market. Preferred Prior experience with South Texas / Rio Grande Valley area transportation projects. PE license or civil engineering background (not required, but a plus). Experience with DBE (Disadvantaged Business Enterprise) subcontractor compliance and reporting.
