Job Description
Position Overview SD Solutions is seeking an experienced Program Manager to support the U.S. Air Force's 47th Civil Engineer Squadron at Laughlin Air Force Base. The Program Manager will oversee planning, programming, execution, construction management, and closeout of military construction, facilities sustainment, and infrastructure modernization projects supporting Air Education and Training Command (AETC). This position serves as the primary liaison between the Government, contractors, architects, engineers, and project stakeholders throughout the entire project lifecycle. Primary Responsibilities Manage multiple concurrent construction and facilities projects from planning through closeout. Coordinate with the 47th Civil Engineer Squadron, 47th Contracting Squadron, end users, architects, engineers, contractors, and other stakeholders. Develop project planning packages and acquisition documentation. Prepare project programming documents including DD Form 1391s, AF Form 9s, AF Form 813s, Statements of Work, Independent Government Estimates (IGEs), and supporting documentation. Coordinate design reviews and construction planning meetings. Review contractor design deliverables and provide technical comments. Monitor project schedules, milestones, budgets, and risks. Support source selections and technical evaluations. Conduct construction site visits and monitor project execution. Prepare weekly and monthly project status reports. Coordinate utility outages and project phasing. Support project closeout activities including as-built documentation, warranties, O&M manuals, and final inspections. Assist with grant writing and management activities for military infrastructure funding opportunities. Maintain complete project documentation and records. Minimum Qualifications PMP, CAPM, AutoCAD Certified Associate (ACA), or E4Clicks Introductory course certification. Bachelor's degree in: Engineering Engineering Management Construction Management Architecture Project Management or closely related discipline Minimum 8 years of federal construction, engineering, design, or project management experience. Experience managing military or federal construction projects. Experience developing acquisition packages and project documentation. Strong knowledge of construction project management principles. Excellent written and verbal communication skills. Proficiency with Microsoft Office Suite. U.S. citizenship.
