About the Job We are hiring a single, highly capable field leader to serve as Superintendent, Contractor Quality Control Manager (CQM), and Site Safety & Health Officer (SSHO) on an approximately $7M federal construction project with a heavy mechanical (HVAC / plumbing / process piping) scope at a VA facility in the Salem/Roanoke, VA area. This is not a single-focus superintendent position. It is a true three-hat leadership role with responsibility for project execution, quality assurance, and site safety. You will lead field operations and schedule performance, oversee the Contractor Quality Control (CQC) program, and serve as the project's Safety Officer, ensuring full compliance with
EM 385-1-1.
The role demands a hands-on leader who can drive results while maintaining the highest standards of quality and safety. What You'll Do As Superintendent
- Run day-to-day field operations, sequencing, and coordination across all trades with an emphasis on mechanical systems.
- Manage the CPM schedule, subcontractors, deliveries, and look-ahead planning to hold the completion date.
- Coordinate directly with the VA's Contracting Officer's Representative (COR), inspectors, and design team.
- Manage submittals, RFIs, daily reports, and field documentation. As Quality Control Manager (CQM)
- Implement and run the three-phase (preparatory / initial / follow-up) Contractor Quality Control program per the contract and
VA/USACE
requirements.
- Maintain the submittal register, conduct QC inspections, document deficiencies, and verify corrective action.
- Coordinate definable features of work, testing, and required certifications; keep QC daily reports current. As Site Safety & Health Officer (SSHO)
- Serve as the on-site safety authority under
USACE EM 385-1-1.
- Develop, implement, and enforce the Accident Prevention Plan (APP) and Activity Hazard Analyses (AHAs).
- Conduct daily site safety inspections, lead toolbox talks and safety meetings and maintain all required safety records and documentation. Enforce compliance with project safety requirements and exercise stop-work authority when unsafe conditions or practices are identified. Required Qualifications
- 5+ years of construction field experience with demonstrated superintendent-level responsibility on commercial or federal projects.
- Proven experience running Contractor Quality Control on federal projects, ideally with a
USACE/NAVFAC CQM
for Contractors certificate (must be current within 5 years). Required at award; candidates ready to obtain it quickly considered.

current OSHA 30-Hour Construction card, 5+ years construction safety experience on similar work, and an average of 24 hours of formal safety training per year over the past 5 years.
- Hands-on experience on mechanically intensive projects (HVAC, hydronic/process piping, plumbing).
- Strong documentation discipline; ability to pass a federal facility background check; valid driver's license. Preferred Qualifications
- Prior experience on VA medical center or occupied federal facility projects (ICRA/ILSM awareness a strong plus).
- Additional safety credentials (CHST, STS-C, or equivalent).
- Familiarity with federal contract administration (RFIs, modifications, REAs).
