Job Description

Position Summary We are seeking an experienced Construction Project Manager to support construction and renovation projects at an FBI facility in Winchester, Virginia. The ideal candidate will have strong construction project management experience, with hands-on experience managing roofing projects. The Project Manager will be responsible for overseeing projects from planning and coordination through execution and closeout, ensuring that work is completed safely, on schedule, within budget, and in accordance with project specifications, quality standards, and applicable federal requirements. Key Responsibilities Manage day-to-day activities for construction and renovation projects at the facility. Plan, coordinate, and oversee construction activities from project initiation through completion. Manage roofing projects, including roof replacement, repair, installation, waterproofing, inspections, and related construction activities. Coordinate with contractors, subcontractors, architects, engineers, facility representatives, and other stakeholders. Review project plans, drawings, specifications, schedules, and statements of work. Monitor project progress, costs, schedules, materials, and manpower. Identify potential project risks, delays, conflicts, and quality issues and develop appropriate corrective actions. Conduct regular site inspections to verify workmanship, safety, quality, and compliance with project requirements. Ensure roofing and other construction activities comply with applicable building codes, OSHA requirements, project specifications, and federal standards. Review contractor/subcontractor performance and verify that work is completed according to contract requirements. Manage RFIs, submittals, change orders, punch lists, and project documentation. Coordinate inspections, testing, commissioning, and project closeout activities. Prepare and maintain project reports, schedules, meeting minutes, progress updates, and other required documentation. Participate in project meetings and communicate project status, issues, and milestones to stakeholders. Ensure appropriate safety practices are followed throughout the project lifecycle. Support final inspections, deficiency resolution, as-built documentation, and turnover.
Required qualifications:
Bachelor's degree in a related Architectural or Engineering field. A minimum of 5 years of practical experience managing projects of similar scope and size. Holding an active professional RA or PE registration(s) is preferable. 5+ years of construction project management experience, preferably on commercial, institutional, industrial, or federal projects. Demonstrated roofing project experience is required. Experience managing roofing replacement, repair, installation, or restoration projects. Strong knowledge of construction methods, materials, scheduling, cost control, and quality management. Ability to read and interpret construction drawings, specifications, and contracts. Experience coordinating contractors, subcontractors, vendors, and multiple project stakeholders. Strong written and verbal communication skills. Proficiency with Microsoft Office, including Word, Excel, and Outlook. Experience with construction scheduling/project management software is a plus. Knowledge of OSHA safety requirements and applicable building codes. Preferred Qualifications Experience working on federal government or Department of Justice projects. Experience working in secure, controlled-access, or government facilities. Knowledge of federal construction contracting requirements and procedures. OSHA 30 certification or equivalent safety training. PMP, CCM, LEED, or other relevant construction/project management certification. Experience with roofing systems such as TPO, EPDM, PVC, modified bitumen, built-up roofing, or metal roofing.
