Housing Inspector/Tenant Relations Officer Person must have the ability to understand and interpret the general rules and regulations of the Authority. Person serves as the eyes and ears for the Housing Authority Administration in the developments and in the private market. Person must have good verbal and written communication skills, be empathetic, yet have the capacity to be strong in the face of open hostility. Person needs to be able to persuade and resolve conflicts and be capable of dealing with a widely diverse clientele in a non-confrontational, non-discriminatory manner. Person should have a general familiarity with terms that are routinely used in the construction and maintenance of rental housing. The inspector will be provided with a company vehicle to perform the duties described below. If a company vehicle is unavailable the inspector will be required to use their personal, legally registered and insured vehicleand will be reimbursed in accordance with the applicable IRS mileage rate. A valid Connecticut driver's license is required. The ability to write clear, concise letters and reports, using computer word processing software, is essential. Under the supervision of the Assistant Director and Executive Director.
Tasks:
A. Responsible for annual inspection of all apartments owned and/or managed by the Willimantic Housing Authority or by private landlords who participate in the WHA's Section 8 Voucher Program for Housing Quality Standards. This includes the interior and exterior of the units as well as any community areas associated with the property. B. Responsible for initial, annual and special inspections, as needed, for the Section 8 Program which provides subsidies for low income families living in privately owned housing. C. Responsible for knowing and understanding appropriate inspection requirements per HUD and State guidelines such as but not limited to HQS, NSPIRE, REAC, ect. D. Will need to correspond with tenant, landlord and sometimes outside agencies such as the Town of Windham regarding inspection related matters. E. Check public housing apartments after the tenant takes occupancy. F. Show tenant intricacies of operating an apartment. G. Responsible for various other inspections of apartments. H. Prepare inspection reports as needed. I. Investigate complaints from tenants. J. Investigate complaints about tenants. K. Deal with various problems including but not limited to, pet problems, neighbor problems, physical problems. L. Show apartments to prospective tenants. M. Check all Authority property for general appearance. N. Monitor Parking Policy. O. Various errands such as pick up and drop off mail, drop off and pick up bank deposits, pick up office supplies as required. P. Arrange for pest control as scheduled and maintain all reports associated with pest control treatments completed. Q. Responsible for all correspondence and documentation connected to above described tasks. R. Assist in the office when needed, including answering the telephone, attending to clients and various office tasks.
