Job Summary PSC Consultants, LLC seeks a Construction Compliance Monitor (CCM) to support our QA team on a major, multi-year transportation and infrastructure program on Oʻahu. This position provides full-time oversight at the precast yard, monitoring fabrication of post-tensioned and reinforced concrete segments used in elevated guideway and station structures. The CCM serves as the Owner's QA representative within a federally funded, design-build environment—verifying compliance with HDOT, PCI, and FHWA structural standards and ensuring documentation integrity under the project's Quality Management Plan (QMP). This is a high-visibility, multi-year role supporting one of Hawaiʻi's landmark infrastructure initiatives and offering professional stability, advancement, and long-term engagement. Key Responsibilities Audit contractor fabrication operations at the precast yard for conformance with approved design drawings, specifications, and QA/QC procedures. Monitor concrete batching, placement, curing, stressing, grouting, and lifting operations. Verify rebar placement, embedment tolerances, and dimensional accuracy of cast segments. Observe pre-pour, pour, and post-pour inspections; witness sampling, testing, and strength verification. Review material certifications, batch tickets, post-tensioning reports, and curing logs. Document daily yard activities, non-conformances, and photo records in reporting systems. Coordinate with contractor QC, Resident Engineer, and testing laboratories to close findings. Support field transition of completed segments, shipment tracking, and erection QA interface. Qualifications Experience Minimum 10 years in structural concrete or bridge-fabrication QA/QC , including precast or segmental construction. Demonstrated knowledge of post-tensioning, grouting, and segmental erection tolerances. Experience with HDOT, FHWA, or transit/rail infrastructure preferred. Familiarity with PCI and QMP documentation requirements. Certifications ICC Master Special Inspector , or combination of ICC Reinforced Concrete, Prestressed Concrete, and Soils certifications. ACI Field Testing Technician - Grade I , PCI Level I/II , or NICET Level III/IV highly desirable. OSHA 10/30 and environmental/safety training a plus.
