Anne Arundel County Government is currently hiring for a full-time, permanent, safety-sensitive Chief, Plumbing Inspections position in the Office of Inspections and Permits. This is supervisory and limited administrative work in securing and maintaining compliance with county and national codes and regulations governing building construction, alteration, and repair. The position also supervises a plumbing supervisor and multiple inspectors who conduct plumbing/HVAC inspections for both commercial and residential construction.

NATURE AND VARIETY OF WORK

Work involves the use of considerable inspection knowledge and enforcement techniques in supervising and participating in the inspection of a variety of building and construction projects to determine whether plans, workmanship, and materials conform to legally established requirements. Work normally includes making the more difficult and complex inspections. Supervision is exercised over a moderate-sized group of subordinate inspectors. Work is performed under direction, within established codes, regulations, and technical guidance and is reviewed by administrative superiors through conferences and reports.(

Supervises and participates in activities of subordinate inspectors engaged in securing compliance with codes and regulations governing plumbing and heating installations, alteration, and repair; conducts the most difficult and complex commercial inspections; advises and assists subordinate inspectors as required. Makes special inspections; investigates and gathers evidence of violations; prepares information for arrest warrants for violations of building codes, regulations, and related laws. Participates in the inspection and survey of dwellings, dwelling units, and premises to determine if standards set forth in codes and regulations are met. Reviews code standards and departmental regulations, recommending changes when needed; reviews and checks blueprints, plans, and sketches prior to issuance of plumbing and mechanical permits for proposed construction, alteration, or repair; recommends changes and improvements. Confers with contractors, engineers, property owners, and other interested parties; explains and interprets building codes and regulations; drafts correspondence; plans and conducts training. Prepares and maintains necessary records and reports. Performs related work as required.

KNOWLEDGE, SKILLS, AND ABILITIES

Thorough knowledge of the International Plumbing and Mechanical Code, the National Fuel Gas Code, National Fire Protection Codes, and County plumbing code relating to plumbing, heating, and allied installations and appliances Through knowledge of the methods and practices involved in installing, repairing, and maintaining a variety of plumbing, heating, and allied installations, equipment, and appliances Ability to explain, interpret, and enforce codes and regulations firmly, tactfully, and impartially. Ability to coordinate building owners, contractors, craftsmen, and others to effect and maintain satisfactory working relationships on inspections and regulatory matters, and to enforce applicable codes with firmness and tact. Thorough knowledge of laws and regulations governing plumbing and mechanical installations. Ability to establish and maintain effective working relationships with subordinates, County officials, contractors, architects, property owners, and the public. Ability to detect and locate defective installations and to ascertain the stage of installation when defects are most easily found and remedied. Ability to operate a computer to research permit files. Ability to read and interpret plans, blueprints, and diagrams related to plumbing and heating installations and modifications. Ability to communicate effectively, orally and in writing.

Education:

Graduation from high school or vocational school.

Expereince:

Six (6) or more years of experience in plumbing or heating, ventilating, and air conditioning; four (4) or more years of experience in plumbing or HVAC inspection work, including supervisory experience; a master plumber's license in the State, a master mechanical contractor's license, or a graduated from an accredited four-year college or university with major coursework in mechanical engineering, or a related field and a valid non-commercial Class C motor vehicle operator's license.

Preference will be given to applicants with the following: Four (4) or more years' experience in a wide variety of construction inspection work. One (1) or more years of supervisory and managerial experience in construction. Four (4) or more years' inspection experience in highly complex construction projects ICC Certifications.
