Job Description

Build the future of our community as a Graduate Engineer! This entry-level civil engineering position offers the opportunity to work on meaningful municipal projects - from streets, trails, water and sewer systems to construction and infrastructure improvements - while gaining hands-on experience in design, project management, construction inspection, and engineering documentation. You'll collaborate with contractors, consultants, residents, City staff, and other agencies while developing your technical skills and growing your career in public-sector engineering. Expected hiring range $39.67 - $42.32 Well qualified applicants may be considered for the role of Civil Engineer at a higher rate of pay. Assists in the design of municipal improvement projects, including the preparation of feasibility reports, cost estimates, engineering plans, specifications, design documents, and surveying. Assists with administration of projects as directed to evaluate progress and ensure conformance with plans, specifications, construction, and safety standards. Assists in the review and design of construction plans and specifications for non-City installed improvements including grading, drainage and erosion control, streets, sidewalks and trails, sanitary sewer, and storm sewer for conformance with City standards, specifications and policies. Collects data and assists in preparing reports for Municipal State Aid and Minnesota Department of Transportation reporting requirements (i.e., Certification of Mileage, Needs Update, Traffic Volumes, etc.) and other agencies. Performs, or assists construction inspections for street reconstruction, sanitary sewer, water main, and storm sewer projects, as well as various other City projects and work done by other agencies on City assets. Provides work direction to technicians and aides after consultation with staff. Prepares or assists in preparation of technical reports and memoranda as directed. Coordinates project development and communicates project plans with a wide variety of stakeholders, including permitting agencies, other government partners, businesses and residents. Communicates effectively with a wide audience of internal and external people on a wide variety of issues. Internal contacts include field personnel, planners, administration staff, and others. External contacts include design and construction contractors, consultants, other agency representatives, City residents, property owners, and others. Assists and checks assignments of Engineering Technicians. Responds to requests from the general public for information. Engages in current professional practices and maintains a high awareness of new products and procedures in industry by monitoring trade publications and actively participating in professional associations. Minimum Qualifications:
Bachelor's Degree in Civil Engineering from an accredited engineering degree program. Possession of a valid Minnesota driver's license with no restrictions. Successful completion of the Fundamentals of Engineering (FE) exam or ability to complete within six months of hire. Proficient at operating contemporary office equipment and personal computers with a variety of software applications. Microsoft Office Suite preferred. Must obtain and maintain MnDOT Technical Certification and U of M Erosion Control SWPPP Certification within one year of hire.
Desired Qualifications:
One to three years of related civil engineering experience. Experience in construction management. Working knowledge of AutoCAD or MicroStation, GPS, GIS, terrain modeling software, and other civil engineering software. Experience in civil engineering construction projects such as streets, water and sewer systems, and asphalt materials. Experience working with or reviewing construction plans. Knowledge of MnDOT standard specifications and City Engineering Association of Minnesota utility specifications. Knowledge of federal, state and local laws, rules and regulations relating to highway, bridge and ditch systems designs, construction and maintenance, land acquisition and traffic control. Ability to develop working knowledge of federal, state, and county state aid funding programs and methods of obtaining project approvals. Understanding of construction test methods related to Public Works projects. Understanding of Project Management fundamentals. Knowledge of construction surveying and use of survey equipment. Ability to develop, read and interpret construction drawings and specifications. Ability to provide clear verbal and written communications and directions. Ability to work extended work hours. Excellent interpersonal and conflict resolution skills. Ability to effectively communicate, both orally and in writing, have strong positive public relations skills, and to present technical information to a variety of audiences. Ability to work under limited supervision with general autonomy in determining how objectives are achieved. Ability to perform work involving complex and significant variables requiring analytical ability and inductive thinking in adapting policies, procedures and methods to fit situations. Working knowledge of local, state and federal statutes, laws and ordinances relevant to department operations. Ability to have frequent interaction with outside and inside contacts to carry out organizational programs. This requires cooperation and the ability to explain work and require the enforcement of laws, ordinances, policies and procedures.
