Job Description

Posting Details Interviews are anticipated to be conducted within two weeks of closing date. The Office of Inspector General (OIG) is a bureau of the New Mexico Department of Transportation (NMDOT) dedicated to assuring that the activities and operations of the Department are conducted in accordance with Federal and State laws, rules, regulations, and Department policies and procedures. This is done by conducting audits, special inquiries, investigations, collecting information, and surveys. The OIG provides objective and independent performance audit services and conducts routine database analysis on construction contract data. The OIG is also responsible for administering the Policy and Procedures Committee as provided in AD 116. The OIG is tasked with maintaining administrative directives and forms on the Department's internal network. It maintains records of claims for damages to Department property and coordinates with the Department's Accounting Services Division to collect monies recovered in accordance with the provisions of NMSA 1978, Section 67-7-10, with such monies deposited into the State Road Fund. The OIG provides reasonable assurance of federal compliance of allowable costs for contracts with engineering and design-related service contractors. It also performs prequalification application procedures as required by 18.27.5 NMAC, Contractor Prequalification Rule. The Investigations Section conducts inquiries and investigations into allegations of fraud, waste, abuse, theft and other wrongdoings perpetrated against the Department, provided that information gleaned from investigations shall be confidential to the extent provided in all applicable laws, including, the Whistleblower Protection Act and the Fraud Against Taxpayers Act. The Investigations Section generates fact-finding reports and provides them to upper management. As a valued new employee to NMDOT, you may be eligible to received three (3) days of administrative leave upon your start date. This is applicable to external hires not within the State of New Mexico Government. Why does the job exist? This position is responsible for conducting investigations into misconduct, fraud, waste, and abuse within the New Mexico Department of Transportation, perpetrated by employees, or against the New Mexico Department of Transportation by others. This position is responsible for managing a caseload of investigations, meeting deadlines while demonstrating strong writing and analytical skills, and applying lawful and proven investigative techniques. The position is not considered law enforcement, as all investigations are administrative in nature. Weapons are not issued, and training in the use of weapons is not a requirement for the position. How does it get done? The primary responsibilities of this position will include: Efficient and effective investigations are completed by utilizing investigative techniques, reviewing official documents, analyzing data, contacting department resources, applying surveillance techniques, conducting investigative interviews, and generating thorough, objective, and fact-based investigative reports. Upon conclusion of investigations, testimony in hearings may be required. Who are the customers? Office of Inspector General and the New Mexico Department of Transportation and taxpayers. Ideal Candidate Office of Inspector General and the New Mexico Department of Transportation and taxpayers. Minimum Qualification Bachelor's degree from an accredited college or university in Accounting, Business Administration, Finance, Public Administration, Criminology, or other related field, with two (2) years of experience in accounting, auditing, and investigation, or insurance adjusting and investigating or investigative report writing. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience. Employment Requirements Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment. Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
