Job Description

Under the direction of the Public Service Director of the Public Service Director. Directs and performs building plan review functions to verify structural adequacy of foundations, footings, columns, beams, floor and roof assemblies, means of egress, sanitary facilities, light and ventilation, isolation of hazardous areas, and other building code requirements; coordinates consultant plan review process; has authority to overrule plan reviewer decisions. This is a full-time 30-hour work week with a full benefit package. Directs the overall day to day operations of the building department and enforcement of the City of Reynoldsburg Codified Ordinances, Ohio Building Code, Residential Code of Ohio, City Flood Plain Management Program and International Property Maintenance Code (IPMC) in accordance with the purpose and philosophy of the department. Interprets building codes Receives and responds to routine inquiries in person, via email and phone Provides assistance to architects, contractors, owners and other agencies regarding code questions Observes performance of subordinate personnel. Directs and performs building inspection functions Reviews and approves changes to plans, designs and specifications Directs building inspection program to ensure compliance with the Ohio Board of Building Standard laws and regulations Inspects building construction progress, alterations and repairs to ensure compliance with approved plans and building trade standards Has authority to overrule building inspector decisions Issues electrical, building and other construction plan approvals Issues adjudication orders, issues notices of violation, and stop work orders Completes certificate of occupancy/certificate of completion permits Calculates fees Directs follow-up activities on inactive permits. Assists the Public Service Director with supervision of the Building Department staff, evaluation of subordinates for promotional/career development opportunities, training and instruction of personnel, evaluation of performance, disciplines and correct behavior Staff briefing and meetings Employee selection and hiring process Directs and performs code enforcement functions as needed Receives and investigates complaints/concerning regarding code interpretations and violations Performs coordinated inter-agency inspections Assists in identification and contact with permit violators Testifies in court with regard to permit violations, inspections etc. as necessary. Develops/Implements department office and field policies/procedures Prepares legislative requests for department needs Prepares annual budget for building department and meets with City Officials in order to obtain approval Determines department equipment needs and makes/approves purchases and approved invoices for payment. Establishes and maintains external relationships, communicates with architects, engineers, contractors, property owners and local Fire Departments regarding building plans and codes Coordinates inspection activities with other enforcement departments and agencies Discusses conformance problems with contractors and/or property owner Resolves conflicts between contractors/property owners and inspectors Represents Building Department at adjudication hearings Confers with the State Board of Building Standards regarding building codes and regulations. Advises Public Service Direct and Mayor on interpretation of governmental guidelines and other matters relating to the Building Department. Maintains required licenses and/or certificates. Meets all job safety requirements and all applicable Occupational Safety and Health Administration (OSHA) safety standards that pertain to essential functions. Demonstrates regular and predictable attendance. Performs other related duties as assigned
Minimum Qualifications Education:
High school diploma, Graduate Equivalency Degree (GED), or equivalent Plus Five (5) years experience in building design and construction OR as a licensed architect/engineer, and two (2) years experience and/or training in supervisory skills OR ten (10) years experience as a general construction contractor OR ten (10) years experience as a superintendent of building construction OR Ohio Building Code building inspector with a certified Building Department OR equivalent combination of training and experience. Must have a valid of Driver's License with not more than four points, in order to be covered under the City's insurance coverage.
Certifications:
Certified Building Official (CBO) and Residential Building Official (RBO) by the Ohio Board of Building Standards OR Interim CBO certified by the Ohio Board of Building Standards and ability to obtain the certification within 12 months of employment.
Knowledge of:
Budgeting, inventory control, purchasing, architecture, surveying techniques Ohio Building Code and Residential Code of Ohio, structural design principles, City's Codified Ordinances, building inspection techniques; code enforcement procedures, electrical codes, safety practices and procedures, department policies and procedures, electrical principles, building construction, maintenance & repair, and retention schedules General construction, maintenance and repair Public relations, community resources and services, office practices and procedures English grammar and spelling Records management, supervisory principles and practices, project management, local geographical area Skill in: Use of modern office equipment (e.g. personal computer, smart phone, printer, copier, etc.) Motor vehicle operation Building inspection instruments and/or materials utilization Ability to: Interpret extensive variety of technical material in books, journals, and manuals Define problems, collect data, establish facts, and draw valid conclusions Exercise independent judgment and discretion Understand, interpret, and apply laws, rules or regulations to specific situations Select most qualified applicant according to specifications for referral Determine material and equipment needs Calculate statistics, apply concepts of algebra and/or geometry, write instructions and specifications Develop complex reports and position papers Respond to routine inquiries from public and/or officials Conduct effective interviews, communicate effectively, train or instruct others Understand technical manuals and/or verbal instructions, understand a variety of written and/or verbal communications, maintain records according to established procedures Cooperate with co-workers on group projects Handle sensitive inquiries from and contacts with officials and general public Develop and maintain effective working relationships Resolve complaints Demonstrate physical agility Travel to and gain access to work site Identify and distinguish colors
