Responsibilities:
Under the direct supervision of the Building & Codes Manager, the Plans Examiner is responsible for reviewing building plans for compliance with county ordinances, building codes, and state regulations in a timely and helpful manner. The Plans Examiner reviews plans and specifications for residential and commercial projects to verify compliance with code requirements including quality of materials and methods of construction for footings, foundations, concrete work, framing, plumbing, electrical, mechanical, steel erection, masonry, zoning requirements, sign regulations, and other construction work. Successful Performance of Job Duties :
Ability to obtain a working knowledge of County Ordinances, and directives directly or indirectly associated with the issuance of permits for construction, manufactured homes, and various miscellaneous permits. Understanding that carelessness could result in legal actions, suspensions or revocation of contractor licenses, and or/ monetary penalties. Other actions could result in errors in the tax system affecting the Assessor, Auditor, and Treasurer's offices that could potentially affect county revenue. Various construction terms, methods, and stages of construction. Objectively interpret and consistently apply requirements and related standards following department policies. Communicate in the English language by phone or in-person in a one-on-one or group setting. Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar. Ability to accurately calculate fees from an established schedule. Ability to exercise sound judgment in performing both routine and complex assignments. Works on own responsibility after assignments are made. Assignments are normally in terms of results and priorities of effort. Although guidelines are available, they may be either general in nature or incomplete, requiring interpretation to fit specific cases or situations. An employee may have some choice in methods and may develop work methods which are consistent with established policies and procedures. Employee consults with a supervisor, appraising him or her of progress and developments. Ability to perform multiple duties with accuracy in an environment with varying noise levels and distractions. Thorough knowledge of uniform building codes and electrical codes, plumbing codes, mechanical codes, general construction codes, and a thorough knowledge of carpentry; Working knowledge of electrical, carpentry, cement, mechanical, or plumbing work, and Skill in applying codes and development standards. Skill in the operation of the listed equipment. Ability to establish effective working relationships with contractors, developers, architects, engineers, owners, and the public; Ability to read and understand complicated plans and blueprints; Ability to communicate effectively orally and in writing. MINIMUM QUALIFICATIONS
Formal Education and Experience:
Associate's degree 3 to 5 years' experience
