Our clients include the U.S. Department of Defense, U.S. Coast Guard, and other federal organizations responsible for critical infrastructure and mission readiness. We are seeking an experienced Federal Waterfront Construction Inspector to support the U.S. Coast Guard's Pier Mike Recapitalization Program at USCG Base Charleston. This high-profile, multi-year construction project includes demolition of an existing pier, construction of a new 1,000-foot waterfront facility, dredging operations, utility installation, bulkhead repairs, electrical infrastructure improvements, and associated site development. The selected candidate will serve as the government's on-site construction oversight representative, providing construction inspection, quality assurance, documentation management, contract administration support, and project coordination throughout project execution.
Project Duration:
Anticipated project duration is September 2026 through April 2031, subject to project schedule and funding.
What You'll Do:
Construction Inspection & Quality Assurance Perform daily inspections of construction activities for compliance with contract requirements, plans, specifications, and safety standards. Monitor construction methods, workmanship, testing activities, materials, and installation procedures. Verify compliance with
EM 385-1-1, OSHA
requirements, and federal construction quality standards. Identify and document deficiencies, non-conforming work, and corrective actions. Witness field testing and maintain testing logs and quality records. Project Oversight & Documentation Maintain daily construction reports, photo documentation, inspection logs, and project records. Review contractor schedules, RFIs, submittals, and progress reports. Prepare meeting minutes, correspondence, status reports, and project documentation. Support contract administration activities and maintain organized project files. Cost & Schedule Verification Review contractor payment applications and quantity verification. Evaluate schedule updates, delays, and progress against project milestones. Support government personnel with cost and schedule assessments. Contract Administration Support Coordinate closely with the Contracting Officer (KO), Contracting Officer's Representative (COR), project managers, and contractor personnel. Assist with project modifications, Requests for Equitable Adjustment (REAs), and claims analysis. Participate in progress meetings, quality control meetings, and project inspections. Project Closeout Support final inspections and punch list development. Verify completion of corrective actions and closeout requirements. Assist in the review of as-built documentation and project turnover records.
Required Qualifications:
Experience Minimum of 10 years of experience in construction inspection, QA/QC, construction management, superintendent, or related construction oversight roles; OR Minimum of 5 years of relevant experience plus a bachelor's degree in engineering, construction management, or a related field. At least 2 years of experience supporting Federal Government construction projects within the last 10 years. Experience with one or more of the following: Waterfront or marine construction Heavy civil construction Site utilities Infrastructure improvement projects Transportation or port facilities Technical Skills Ability to read and interpret plans, specifications, contract documents, and technical reports. Knowledge of federal construction quality management practices. Strong written communication and reporting skills. Proficiency with Microsoft Office Suite and Adobe Acrobat. Certifications Construction Quality Management for Contractors (CQM-C) certification obtained within the last five years. Ability to complete required
DHS/USCG
training requirements. Ability to obtain and maintain required facility access credentials and successfully complete a Tier 1 background investigation. Preferred Qualifications U.S. Coast Guard project experience. Department of Defense (DoD), NAVFAC, USACE, or other federal construction program experience. OSHA 30 certification. Professional Engineer (PE), PMP, CCM, or related professional credentials. Design-build project experience. Experience supporting large, multi-year infrastructure programs.
