Job Description
This is a full-time, skilled, non-exempt position that reports directly to the City Engineer. The position is responsible for performing field inspections on both private and public development projects to ensure compliance with City regulations, construction standards, state requirements, and approved engineering plans and specifications. This role oversees the construction of roads, bridges, sanitary and storm sewer systems, watermains, stormwater management facilities, curbs, sidewalks, and street lighting associated with site plans, subdivisions, and commercial or industrial developments. The employee maintains accurate digital and paper records, prepares detailed reports, and serves as the City's field representative, helping ensure public safety and protecting the integrity of public infrastructure. The duties listed below are intended only as illustrations of the various types of work that may be performed. Oversee the construction of municipal and private services in new developments, including site plans, subdivisions, and infrastructure projects. Ensure the projects are executed in the field in accordance with approved drawings, design specifications, as well as City and state regulations. Ensure project requirements for both underground and aboveground infrastructure works were being met, including the installation, testing, and commissioning of items such as: sanitary and storm sewers, watermains, road base and surface asphalt, curbs and sidewalks, street lighting, amongst others. Inspects commercial and residential development projects, including but not limited to parking lots, landscaping, signage, lighting, and ADA-accessible features to ensure full regulatory compliance. Oversees other agencies, utility companies, and contractors working within city boundaries and right-of-way to ensure public safety and the protection of city facilities and infrastructure. Inspect road cuts/bores and utility installations (water, gas, sewer, telecommunications, etc.) for compliance with city standards. Inspects trench backfill, subgrade, aggregate base course, and pavement for grade, compaction, moisture, and preparation; coordinates materials testing. Performs inspections of construction sites to ensure compliance with the TDEC Construction General Permit requirements. Participates in pre-construction meetings with department staff, engineers, contractors, developers, and other organizations. Facilitates responses to technical questions from contractors, developers, and the public. Reviews plans and specifications; maintains digital inspection logs, photographs, and reports; prepares as-built documentation and punch lists; makes recommendations for project acceptance or warranty release. Monitors traffic control, safety practices, and public ROW activities, issues corrective notices, when necessary, with coordination with the City Engineer. Verifies field work matches approved plans, plats, and issued permits. Identifies deficiencies or code violations and coordinates with contractors to ensure timely correction.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Demonstrated knowledge of public and private construction management practices, inspection methods, construction materials, and relevant municipal standards, including AASHTO, ASTM, TDEC, and applicable local regulations. Knowledge of surveying techniques, the ability to read and interpret plans, and familiarity with construction testing procedures. Ability to read and interpret civil engineering plans, specifications, and as-builts. Ability to establish and maintain effective working relationships with employees, contractors, developers, other departments, and the public. Ability to follow written and verbal instructions and communicate effectively in both spoken and written forms. Proficiency with computers, tablets, including Microsoft Office, permitting software and applications, and GIS systems. Knowledge of construction site safety practices, traffic control, and construction and project management best practices.QUALIFICATIONS
Minimum:
Minimum 1 year of experience in construction. High School Diploma or GED. Valid Tennessee Driver's License (must remain insurable under City standards). TDEC Level 1 Licensure (Erosion Prevention and Sediment Control) within 12 months of hire, with ongoing recertification as required (every 3 years).Preferred:
Two years of related experience required; or Any equivalent combination of education, experience, and training that provides the knowledge, skills, and abilities to perform the work. Additional certifications related to required tasks are valuable assets.OSHA 10 EQUIPMENT / JOB LOCATION / PHYSICAL DEMANDS
This position involves work in both indoor and outdoor environments and requires the ability to perform duties in various weather conditions. The employee must be able to walk and work on a variety of surfaces, including slippery, uneven, and rough terrain, as well as in confined spaces. Physical requirements include the ability to walk, stand, bend, stoop, climb, and kneel for extended periods; work in proximity to equipment and machinery; occasionally lift up to 100lbs. and operate vehicles. Vision must be adequate to read computer screens and printed materials and to operate a vehicle. Hearing must be sufficient to perform job duties within the normal audio range (with or without correction).
