Typical Schedule:
Monday-Friday, 8:00 a.m.
m. (Weekends as necessary) Under general administrative direction, performs building plan reviews and inspection activities. Enforces zoning regulations; building, fire, plumbing, electrical, mechanical, gas, and health/safety codes. Conducts field inspections, investigates complaints, supports landuse administration, and ensures compliance with City ordinances and state requirements.
Essential Job Functions:
Enforce City building, plumbing, electrical, mechanical, gas, and land use codes
Conduct field inspections for code compliance
Inspect commercial and institutional buildings
Administer zoning regulations; verify zoning prior to permit issuance
Assist with landuse plan and zoning map maintenance
Process zone changes and development proposals
Review building plans; interpret codes; advise citizens, builders, contractors
Coordinate with Permit Clerk, Building Official, and Fire Marshal for timely permit issuance
Provide timely response to citizen complaints
Assist Code Enforcement investigations (weeds, rubbish, junked vehicles, unsafe structures, public nuisances)
Initiate municipal court action and attend hearings
Work with Building Standards Commission and Galveston County Health Department
Prepare notices, reports, correspondence, records, and documentation
Present information at public meetings
Assist with departmental budget preparation
Travel for training, seminars, and City events (including occasional overnight travel)
Perform physical inspection duties (standing, walking, kneeling, climbing, bending)
Work indoors/outdoors in extreme temperatures; exposure to dust, odors, electrical/mechanical hazards
Operate motor vehicle safely
Other Job Functions:
Operate personal computer, mobile phone, copier/scanner, and office equipment
Demonstrate professional telephone and public interaction skills
Lift/carry up to 50 lbs.; push/pull up to 100 lbs.
Perform routine minor maintenance tasks
Serve as Essential Personnel (subject to emergency callouts)
Required Education, Degrees, Certificates & License:
High School Diploma or GED (Associate Degree desired)
Valid Texas Drivers License; good driving record
State Certification as Code Enforcement Officer (or ability to obtain within 1 year)
Licensed Plumbing Inspector (State of Texas)
Must hold two or more additional state licenses in:
Mechanical
Electrical
Building
Gas
Energy codes
Required Experience, Training, Knowledge & Skills:
Three (3) years' experience as a combination inspector (building, plumbing, electrical, mechanical, energy, gas, and fire).
Extensive knowledge of International Building Codes, FEMA Flood rules, Texas Windstorm standards.
Ability to read and interpret building plans and drawings.
Knowledge of legal/code enforcement procedures.
Effective written and verbal communication skills.
Ability to use tact, diplomacy, and strong decisionmaking.
Ability to work independently without constant supervision.
Strong teamwork and public interaction skills.
