The City of Marion, Texas (the "City") is soliciting sealed bid proposals for building inspections and plan review services for commercial, residential and industrial sites and development within in the City as more particularly described herein (the "Services"). Individuals and firms (the "Respondents") are invited to submit bid proposals for the provision of these services as detailed herein. This proposed schedule is tentative and may be modified throughout the selection process at the discretion of the City. Issuance of RFP August 7, 2026 Deadline for questions 10:00 a.m. (CDT) August 31, 2026 City responses to all questions 2:00 p.m. (CDT) September 11, 2026 Submissions due 10:00 a.m. (CDT) September 21, 2026 Evaluation of Proposals September 21, 2026 to October 02, 2026 Selection (on or after) 6:00 p.m. (CDT) October 05, 2026 The City will accept sealed proposals until 10:00 a.m. (CDT), September 21, 2026. Submissions received after the due date and time will not be considered. Any selection will be made at an open meeting of the City Council and is anticipated to occur on or after October 05, 2026.

Qualifications:

General Submission Requirements One (1) original, six (6) hard-copies, and one (1) electronic-copy saved in PDF format to a flash drive of the submission, including all required and applicable supporting documentation, are required to be mailed or hand-delivered. The original must be clearly marked ORIGINAL and manually signed by the Respondent acknowledging the terms, conditions and service provisions herein this RFP. - Building Inspections and Plan Review Services Submission Details and Documents The submission must be signed and submitted along with the following information: 1. Firm name and the designated individual name of the assigned person to the City as well as their complete resume with education and experience. 2. The phone number and email address of the person assigned to the City. 3. The addresses of all firm offices, identifying in which office the work will be performed. 4. The number of years the firm has been in business. 5. A list of the principals in the firm; including a biographical sketch of each. Include education, years of licensed engineering experience, years of municipal experience, years of municipal experience, and any other areas of specialty within the field of building inspections and plat/plan review. 6. Texas municipal inspection and/or plat/plan review services provided by the firm within the last five years, including name of City or population size and County of City, scope of project and scope of services provided. 7. Three references complete with contact information where or for whom like services have been supplied by the firm. 8. Proof of Insurance. 9. A detailed proposal of services to be provided, including, but not limited to: a. fee structure (hourly, per project, monthly, etc.). Unit prices shall be shown, and where there is an error in extension of price, the unit price shall govern.
