Job Details Plano's Franchise Utility Coordinator is a Dynamic role that blends technical oversight with meticulous problem-solving. The role is responsible for the oversight of all of the franchise utilities within the City of Plano, as well as relocations related to City construction projects. You play a pivotal role in protecting the City's public infrastructure while maintaining the integrity of the public right of way. Summary of Duties Responsible for developing and applying the knowledge, skills and abilities to inspecting right-of-way franchise utility installations, including assessing compliance with the city's Right-of-Way Ordinance and other applicable standards; coordinating issue resolution among city departments, property owners, and citizens with franchise utilities; and reviewing plans to promote the best outcomes for future franchise utility installations.
Distinguishing Characteristics:
Incumbent has progressive experience with inspection of public works and infrastructure construction projects, maintenance, repair and operation of franchise utility construction inspection. Immediate supervision is available upon request. Essential Job Functions Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job. Investigates and inspects right-of-way franchise utility (power, gas, cable, telecommunications) installations by assessing compliance with permitted plans, city's Right-of-Way Ordinance, with erosion control standards set by Texas Commission on Environmental Quality, with State of Texas Damage Prevention Act, and with State of Texas traffic control standards. Notifies franchise utility owners or other responsible parties of violations regarding city codes, ordinances, or other applicable Right-of-Way ordinance use and maintenance regulations and makes recommendations for corrective actions in accordance with current regulations. Conduct inspections for franchise utility relocations or removals on Community Investment Program (CIP) Projects. Assist and attend meetings with franchise utility companies and contractors to review methods of construction, to assure compliance with applicable city ordinances, and to resolve conflicts arising from public right-of-ways. Review engineering plans for community investment program projects to better predict their implications for franchise utility relocations and/or removals. Communicate with franchise utility companies to navigate, mitigate, and resolve utility conflicts with proposed CIP, public works, and other city departments' projects. Maintain a report of active franchise utility conflicts with city-related projects and unresolved issues with the ability to communicate real-time activity and timelines to complete coordination and removal or relocation of franchise utility conflicts to management, engineering, and other department teams. Oversee, to the satisfaction of the city and/or property owners, restorations after damage to the right-of-way caused by construction of franchise utility facilities. Answer and resolve questions and disputes from engineers, contractors, developers, city employees, and the public concerning assigned projects. Monitor assigned projects for proper installation and maintenance of all required safety devices and procedures in order to minimize hazardous conditions affecting the workers and the general public. Maintain a database of annual franchise utility registrations and assist franchise utility companies with completion of all requirements of annual registrations. Maintains accurate case documentation of Right-of-Way ordinance violations, inspections and all other case actions taken; issues citations as required Regular and consistent attendance for the assigned work schedule is essential. Marginal Duties Performs other duties as assigned. Typical Decisions The incumbent determines if franchise utilities located within the City of Plano Right-of-Way are in compliance with applicable codes, ordinances and regulations. In addition to identifying methods and techniques to promote compliance with current city codes, zoning ordinances, and other applicable property use and maintenance regulations. Reading and understanding engineering blueprints, drawings, and specifications. Applying general rules to specific problems to come up with logical answers. This involves deciding if an answer makes sense or provides a logical explanation for why a series of seemingly unrelated events occur together.Minimum Qualifications Knowledge of:
Basic codes and ordinances, maintenance regulations, and other statutory guidelines related to franchise utility installations. Principles and processes for providing customer and personal services including needs assessment techniques, quality service standards, alternate delivery systems, and customer satisfaction evaluation techniques. Design techniques, principles, tools, and instruments involved in the production and use of technical plans, blueprints, drawings, and models. Engineering and other materials, methods, laws, and tools to safely and accurately complete utilities construction projects. Skills and Abilities Ability to gather information, organize data, and effectively report on the status of numerous items. Actively looking for ways to help the public and city staff. Identifying the nature of problems, as well as the key causes that must be changed in order to achieve a goal. Listening to what others are saying and asking questions as appropriate. Reading and understanding information and ideas presented in writing. Communicating information and ideas in speaking so others will understand. Ability to progressively use computers and associated programs such as Arcmap (GIS), Microsoft Office Suite , Revu , permitting platforms, etc. Must be able to work extended hours, holidays and weekends within all types of weather including extreme heat and cold inclement conditions. Education High school diploma or GED equivalent and/or vocational training. 30 hours or more of higher education. Experience Three (3) years of experience in public works and infrastructure construction experience. Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications may be considered an acceptable substitute for the above specified education and experience requirements.Experience:

Licenses and Certifications Valid Class C Driver's license (must obtain within 30 days of hire per state law). Conditions of Employment Must pass a drug test, driver license check, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check. Employees who use their personal vehicle for City business are required to maintain proof of financial responsibility under the Texas Transportation Code 601, which includes carrying the minimum liability insurance limits as defined by the Texas Department of Insurance. Physical Demands and Working Conditions Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to work in the field including traversing uneven terrain, to operate a motor vehicle, and tools and equipment, and to visit various city sites; vision to inspect assigned facilities, to read printed materials and a computer screen; hearing and speech to communicate in person, before groups, and over the telephone. The job involves fieldwork requiring frequent walking conducting inspections to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator, to operate standard office equipment, conduct tests, and operate tools and equipment. Positions in this classification bend, stoop, kneel, reach, push, and pull to locate markers, assets sites, obtain samples, and set up equipment. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 50 pounds, or heavier weights with the use of proper equipment. Employees partly work in the office and partly in the field and are exposed to loud noise levels, cold and hot temperatures, road hazards, mechanical and/or electrical hazards, and hazardous physical substances and fumes. May be required to pull stand-by duty and/or work extended hours, holidays and weekends assisting with workloads of assigned division or assisting other departments.
