Job Description
The purpose of the Building Technician is to protect the health, safety and welfare of the people that live, work, play and learn by ensuring that existing structures and building construction, including remodeling, replacement and repair, is properly permitted and inspected to ensure compliance with national safety and quality standards and adopted building codes and city ordinances. This position reports directly to the City Administrator.
Qualifications:
Experience Requirements One to three years of directly related construction management experience with a strong trade background in carpentry, plumbing, electrical, HVAC and residential / commercial construction. Must have a permit technician certification. Essential Duties and Responsibilities Review residential permit applications and construction plans. Meet with permit applicants such as architects, engineers, contractors, builders, and property owners regarding approval or disapproval of plans and discuss proposed construction to determine compliance. Explain and interpret the building codes, zoning codes, amendments and city ordinances. Provide walk-in consultations during established hours to the general public regarding zoning building code compliance, submittal requirements and other correspondences. Respond to telephone and email inquiries in a timely manner. Assist inspectors, contractors and homeowners in solving problems during construction. Direct the plan review and inspections of buildings, including contract inspectors and plan reviewers. Act as the official departmental representative, unless otherwise noted; provide staff assistance to other city departments, elected officials, and outside agencies; explain and justify department programs, policies, and activities; negotiate and resolve sensitive, significant, and controversial issues. Serve as first point of appeal to the application of the standards as necessary and as allowed by the building codes and city ordinances. Participate in the development and administration of the department s budget. Develop, implement, and administer goals, objectives, and procedures for providing effective and efficient services for the city. Analyze problems, provide alternatives, identify solutions in support of established goals, and project consequences of proposed actions. Receive applications and considerations that shall come before the Tool City Council including, but not limited to, replats, variances, planned development applications, specific-use permits, etc. Help support various projects in the city and privately-owned projects as well. Work calmly in stressful situations. Create reports and make public presentations to the Tool City Council and other groups as identified. Identify and respond to the community and City Council on issues, concerns, and needs. Establish and maintain effective working relationships with city staff and officials, other government officials, community groups, and the general public. Interpret building plans, sketches, specifications and drawings. Handle difficult people with tact, diplomacy, respect and dignity. Required Skills/Knowledge Knowledge of construction code and zoning ordinances applicable to residential and nonresidential; construction and associated rules, regulations, and standards; materials and methods used in the residential and nonresidential construction including carpentry, masonry, plumbing, mechanical and electrical; stages of construction, when possible, violations and defects may easily be observed and corrected; and mathematical principles required to perform related technical calculations. Knowledge of applicable Federal, State, and local laws, ordinances, statues, and regulations. Knowledge of principles and practices of municipal budget preparation and administration. Knowledge of building construction, electrical, energy, accessibility, plumbing and mechanical systems. Ability to maintain or obtain all corresponding training, certifications as needed. Performs other related duties of a comparable level as required by the governing body. Possession of, or ability to obtain a valid driver s license This is an Exempt Position. E.O.E.
