Job Description

GENERAL PURPOSE
Reviews the plans and inspects commercial and residential structures to make sure the structure and/or property complies with applicable requirements, regulations, ordinances, and codes.
SUPERVISION RECEIVED
Works under the close supervision of the City Manager.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Inspects properties for compliance with building, plumbing, electrical and mechanical codes, and all city ordinances. Schedules meeting with contractors, issues appropriate building, plumbing, electrical, mechanical, or other permits, coordinates inspections and recommendations with contractors and other individuals involved in construction and remodeling, reviews, records and documents all inspection activities, deficiencies, and corrections. Timely reviews plans (two weeks) and issues permits for new construction, timely issues permits for remodels or repairs the same day but no more than 24 hours and completes inspection requests same day but no more than 24 hours. Coordinates activities with permit clerk. Prepares and issues orders to cease work on job sites for non-compliance of codes, regulations, etc. Writes letters regarding compliance on specific issues and completes other written reports and records. Ensures all complaints and property inspections are properly documented. Must be able to solve problems using deductive reasoning; exercise judgment under stress; maintain confidentiality of critical information; understand and follow both oral and written instructions and maintain a safe driving record. Interacts in a professional and respectful manner with city staff and the public. Reports to and is prepared to start work promptly at 8AM through 5PM, Monday through Friday.
PERIPHERAL DUTIES
May perform portions of work of higher classified positions or similar complexity in any city department as required or assigned.
Qualifications:
MINIMUM QUALIFICATIONS
Graduation from high school or GED equivalent. Any equivalent combination of education and five years of experience in the construction field. Possession of a valid plumbing inspector license from the Texas State Board of Plumbing Examiners or ability to obtain within one year form the date of employment. Possess and maintain a current Class C Texas Driver s License with no more than three moving violations (no more than one per year) in the last five years. Possess excellent communication skills, exceptional organizational skills, work well with other department heads, general public and supervisors; and Pass a background check with no felony convictions, PI s or DWI s and pass a drug screen.
PREFERRED QUALIFICATIONS
(A) Possess current ICC Building Code Certification or ability to obtain within five years.
NECESSARY KNOWLEDGE
(A) Knowledge of equipment, facilities, materials, methods, and procedures used in maintenance, construction, and repair activities. (B) Ability to work safely, communicate effectively verbally and in writing, to establish and maintain effective working relationships with employees, other departments, and the public and to understand and conduct written and oral instructions. (C) Must have considerable knowledge International Codes including but not limited to building, electrical, gas, mechanical, plumbing and fire prevention codes, city ordinances, and other regulations as applicable. (D) Must be able to read and understand blueprints, ordinances, and construction laws and to identify areas of noncompliance.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Sufficient hearing capabilities required include ability to monitor radio, telephones or hear safety warnings.
WORK ENVIRONMENT
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. While performing the duties of this job, the employee regularly works in outside-weather conditions. The employee frequently works near moving mechanical parts and is frequently exposed to wet and/or humid conditions and vibration. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock. The noise level in the work environment is occasionally loud.
