Job Summary Emerald Site Services is seeking an experienced Erosion Control, SWPPP & BMP Estimator to prepare accurate, competitive, and profitable estimates for erosion control, stormwater compliance, and Best Management Practice (BMP) installation projects throughout California. This position is responsible for reviewing project plans, specifications, SWPPPs, bid documents, site conditions, and regulatory requirements; developing detailed quantity takeoffs; obtaining and evaluating material, equipment, labor, and subcontractor pricing; and preparing complete proposals for private developers, homebuilders, general contractors, public agencies, and other customers. The successful candidate will have a strong working knowledge of erosion and sediment control, stormwater BMPs, SWPPP requirements, construction sequencing, and field installation methods. The position requires someone who can bridge the gap between estimating and field operations—understanding not only what needs to be bid, but also how the work will actually be performed.

Duties:

Estimating & Preconstruction Review invitations to bid, plans, specifications, SWPPPs, project schedules, geotechnical information, and other contract documents. Identify all erosion control, stormwater, SWPPP, BMP, and related environmental compliance requirements. Perform detailed quantity takeoffs for erosion control and stormwater BMP installations. Develop estimates for items including, but not limited to: Silt fence and fiber rolls, Construction entrances/exit, Inlet protection, Sediment basins and traps, Straw wattles and compost socks, Hydroseeding and revegetation, Erosion control blankets, Tackifiers and soil binders, Dust control, Slope stabilization, Mulching, Washouts, Street sweeping, Dewatering and water management, Drainage and temporary stormwater controls, Post-construction BMPs, Maintenance and repair of BMPs, SWPPP-related services and inspections where applicable Analyze project phasing and construction schedules to determine the duration and frequency of BMP maintenance and related services. Review site logistics and construction sequencing to identify potential estimating risks. Determine labor, equipment, material, trucking, subcontractor, and other direct costs. Obtain current pricing from vendors, suppliers, subcontractors, and internal resources. Develop production rates and labor assumptions based on project conditions and historical Emerald performance. Identify scope gaps, exclusions, assumptions, and potential change-order opportunities before submitting bids. Prepare complete and accurate estimates and proposals in accordance with Emerald's estimating standards. Maintain organized bid files and supporting documentation. SWPPP & Regulatory Review Review project SWPPPs and erosion/sediment control plans to identify required BMPs and compliance obligations. Understand the practical application of California stormwater regulations and the Construction General Permit (CGP) as they relate to Emerald's scope of work. Identify BMP requirements that may be shown in SWPPP documents, erosion control plans, civil plans, or specifications. Identify discrepancies between plans, SWPPPs, specifications, and actual project conditions. Recognize potential regulatory or constructability issues that could materially affect project cost. Coordinate with Emerald's QSD/QSP, project managers, superintendents, customers, and consultants when clarification of SWPPP or BMP requirements is necessary. Stay current on changes affecting erosion control, stormwater compliance, and BMP installation requirements. Bid Management Maintain a bid calendar and prioritize opportunities based on project size, profitability, schedule, customer relationship, and strategic importance. Coordinate with operations and management regarding project capacity, manpower, equipment, and scheduling considerations before bidding. Participate in pre-bid meetings, job walks, and site visits as required. Prepare RFIs and clarification requests when bid documents are incomplete, conflicting, or unclear. Track addenda and incorporate changes into estimates before bid submission. Prepare bid recaps for management review on larger or higher-risk projects. Ensure bids are submitted accurately and on time. Maintain confidentiality of Emerald pricing and proprietary estimating information. Field & Operations Coordination Work closely with project managers and field personnel to ensure estimates accurately reflect actual installation methods and production conditions. Participate in post-bid turnover meetings for awarded projects. Explain estimate assumptions, quantities, production rates, exclusions, and potential risks to operations. Assist project managers in identifying scope changes and potential change orders. Review project performance against original estimates and incorporate lessons learned into future bids. Maintain current knowledge of Emerald's labor, equipment, material, and production costs

Experience:

Required 3+ years of estimating experience in erosion control, stormwater management, site construction, civil construction, landscaping, environmental services, or a closely related field. Working knowledge of erosion and sediment control BMPs and their installation methods. Ability to read and interpret civil, grading, drainage, erosion control, and stormwater plans. Ability to read and understand SWPPPs and construction specifications. Strong understanding of construction sequencing and site logistics. Strong mathematical and quantity-takeoff skills. Proficiency with Microsoft Excel and standard estimating software. Excellent organizational and time-management skills. Ability to manage multiple bids simultaneously and meet strict deadlines. Strong written and verbal communication skills. Valid California driver's license and ability to travel to project sites and other company required travel as needed. Preferred Experience estimating projects in the California construction market. Experience working directly with homebuilders, developers, general contractors, or public agencies. Experience with California's Construction General Permit requirements. QSP or QSD experience or familiarity with QSP/QSD responsibilities. Experience with Bluebeam, PlanSwift, OST, HCSS, STACK, or similar estimating/takeoff software. Experience with public works bidding and prevailing-wage projects. Union and prevailing wage construction experience. Experience estimating BMP maintenance and recurring stormwater services. Familiarity with California stormwater inspection and documentation requirements.

Work Environment:

The position is primarily office-based but requires periodic travel to construction sites, pre-bid meetings, customer meetings, and project locations. Jobsite visits may involve walking on uneven or undeveloped terrain, climbing slopes, exposure to construction equipment, dust, weather conditions, and other typical construction site hazards. Appropriate personal protective equipment will be provided and must be used when required.

$70,000-$100,000 depending on experience Emerald Site Services offers a competitive compensation package based on estimating experience, technical knowledge, industry relationships, and demonstrated ability to produce profitable work.
