Estimator / Senior Estimator Transportation & Public Works General Purpose The Estimator/Senior Estimator is responsible for preparing accurate and competitive cost estimates for transportation and public works projects, including ITS, traffic signals, roadway lighting, fiber optics, communications, electrical infrastructure, and civil construction. Reporting to the Chief Estimator, this role manages estimates from concept through bid submission, collaborates with operations and leadership, and provides guidance to junior estimators. The ideal candidate is analytical, detail-oriented, and able to manage multiple priorities in a fast-paced environment. Job Knowledge, Skills, and Abilities Minimum of five (5) years of estimating experience in transportation, public works, civil infrastructure, electrical construction, ITS, traffic signals, roadway lighting, fiber optic, communications, or related industries. Strong knowledge of public agency bidding requirements, including Caltrans, Metro, LAWA, SBCTA, RCTC, OCTA, local municipalities, and Design-Build procurement. Ability to independently interpret construction plans, specifications, utility information, geotechnical reports, schedules, and contract documents. Experience preparing conceptual, budgetary, and hard bid estimates. Proficient with Accubid (preferred), Bluebeam, HeavyBid, Microsoft Excel, Word, Outlook, and estimating software. Strong understanding of labor productivity, production rates, equipment costing, subcontractor pricing, overhead, escalation, and contingency development. Ability to evaluate subcontractor proposals and develop comprehensive bid strategies. Excellent analytical, organizational, and problem-solving skills. Strong written, verbal, and presentation skills. Ability to manage multiple estimates simultaneously while meeting strict deadlines. Demonstrated ability to mentor junior estimators and contribute to a collaborative team environment. Self-motivated with a high level of accountability, professionalism, and attention to detail. Essential Functions Prepare complete and accurate project estimates, including quantity takeoffs, pricing, bid analysis, RFIs, scope reviews, and estimate documentation. Review plans, specifications, contract documents, geotechnical reports, and utility information to identify project risks and opportunities. Develop detailed labor, material, equipment, subcontractor, overhead, traffic control, temporary facilities, escalation, and contingency pricing. Prepare estimate summaries, bid recaps, proposal documentation, assumptions, exclusions, and clarifications. Solicit and evaluate subcontractor, supplier, and vendor quotations. Develop and maintain relationships with subcontractors, suppliers, consultants, and industry partners. Participate in bid strategy meetings, estimate reviews, and executive presentations. Coordinate with project management and field operations to evaluate constructability and incorporate lessons learned. Perform project site visits, job walks, and attend pre-bid meetings as required. Assist with maintaining estimating cost databases, labor units, production rates, and historical pricing. Support the Chief Estimator in developing estimating strategies and departmental best practices. Mentor and provide technical guidance to junior estimators and estimating interns. Maintain organized estimating files and bid documentation. Prepare reports and analyses as requested by management. Maintain reliable attendance and adhere to all company policies, including the Alcohol and Drug-Free Workplace Policy. Perform other duties as assigned. Minimum Qualifications Bachelor's degree in Construction Management, Civil Engineering, Electrical Engineering, or a related field is preferred; equivalent experience will be considered. Minimum of five (5) years of progressively responsible estimating experience within transportation, public works, or electrical infrastructure construction. Experience estimating projects involving ITS, traffic signals, roadway lighting, communications, fiber optic, tolling, underground utilities, or related infrastructure. Valid driver's license with the ability to travel to project sites and client meetings as needed. Authorization to work in the United States. Work Environment This position is primarily based in a professional office environment with a clean, organized, climate-controlled workspace and moderate noise levels. Periodic field visits to active construction sites are required, where employees may be exposed to varying weather conditions, uneven terrain, construction equipment, dust, and elevated noise levels. Appropriate Personal Protective Equipment (PPE) must be worn during all site visits.
