This is not a desk-only estimating position. We are looking for someone who understands underground utility construction, can develop strong industry relationships, identify new opportunities, prepare accurate estimates, and help turn those opportunities into profitable projects. The primary focus of this position will be developing and securing work in: Storm Sewer Construction & Rehabilitation Lead Water Service Replacements Sewer Lining / CIPP Rehabilitation Water Line Installation & Replacement Position Summary The Sewer & Water Estimator / Business Development position plays a critical role in building Pro Services' underground utility pipeline and backlog. This person will be responsible for building and maintaining relationships with municipalities, public works departments, engineering firms, general contractors, plumbing contractors, developers, property managers, and commercial and industrial customers to identify upcoming projects, generate bid opportunities, and create new business for Pro Services. The successful candidate will actively identify upcoming projects, get Pro Services invited to bid, review plans and specifications, perform site visits, prepare detailed estimates and proposals, follow up on bids, and help secure profitable work. We are looking for someone who can find the opportunity, build the relationship, estimate the project, help win the work, and assist with the transition into operations. Primary Responsibilities Build and maintain strong relationships with municipalities, public works departments, engineering firms, general contractors, plumbing contractors, developers, property managers, and commercial and industrial customers. Actively identify new projects and opportunities for Pro Services to bid. Get Pro Services added to municipal, engineering, contractor, and vendor bid lists. Maintain regular communication with existing and prospective customers. Track upcoming municipal and private underground utility projects. Attend pre-bid meetings, site walks, networking events, and industry meetings. Review construction plans, specifications, drawings, sewer inspection videos, and project requirements. Perform job-site evaluations and gather information necessary to develop accurate estimates. Prepare detailed scopes of work, takeoffs, budgets, and proposals. Estimate labor, equipment, materials, subcontractors, restoration, mobilization, and other project costs. Submit competitive and profitable bids within required deadlines. Follow up on outstanding estimates and proposals. Negotiate project scope, pricing, and scheduling when appropriate. Track awarded and lost projects and help identify opportunities to improve close rates. Coordinate awarded projects with operations and field teams. Maintain an active pipeline of upcoming bids and sales opportunities. Develop repeat and referral business. Help grow Pro Services' backlog, revenue, and profitability in our target utility markets. Estimating, project management, construction sales, or business development experience preferred. Strong understanding of sewer, storm sewer, water service, and underground utility construction. Experience reading construction drawings, plans, specifications, and bid documents. Ability to perform quantity takeoffs and develop accurate project estimates. Strong understanding of labor, equipment, material, subcontractor, and restoration costs. Ability to evaluate field conditions and determine practical construction methods. Strong communication and relationship-building skills. Comfortable meeting with municipal officials, engineers, contractors, and customers. Self-motivated and able to develop new business rather than relying solely on incoming leads. Strong organizational and follow-up skills. Ability to manage multiple bids and opportunities at the same time. Valid driver's license.
