Company Overview We are a Heavy Civil and Wet Utility General Contractor serving municipal clients across Maryland, the District of Columbia, Northern Virginia, and Delaware. Work includes water, sewer, storm drain, concrete flatwork, grading, stormwater management, and related civil construction for public agencies. Position Overview Estimator needed to prepare accurate, competitive cost estimates for municipal heavy-civil and underground-utility work. This seat owns full-cycle estimating — plan and specification review, quantity takeoff, labor / equipment / material / subcontractor buildup, risk write-up, and bid presentation — so the company pursues and wins profitable work. Reports to the Chief Estimator when that seat is staffed; otherwise to the VP. Partners daily with Superintendents, Project Managers, Foremen, and Accounting. This is an individual-contributor estimating seat, not the Chief Estimator. Key Responsibilities Review plans, specifications, addenda, prevailing-wage / Davis-Bacon notes, and bid forms for water, sewer, storm, concrete, grading, and related municipal work. Perform documented quantity takeoffs (pipe, structures, earthwork, concrete, stone, pavement, traffic control, restoration).

Build complete estimates:

labor, equipment, materials, subcontractors, production rates, trucking, allowances, overhead, and contingency. Solicit, evaluate, and level subcontractor and supplier quotes. Flag missing coverage before bid day. Identify risks, assumptions, exclusions, and constructability issues. Write them so leadership can decide. Validate means, methods, and production rates with Operations Team before the number is locked. Attend pre-bid meetings and site visits across

as assigned. Prepare the bid package and present margin, risk, and recommendation in time for the submission deadline.

Support award handoff:

estimate basis, plug list, buyout notes, and first-cost questions from the project team. Maintain historical costs, vendor lists, and production-rate files so the next bid is better than the last. Required Qualifications 5+ years estimating heavy civil, wet utility, underground, or comparable self-perform infrastructure. Municipal / public-works bid experience strongly preferred. Proven takeoffs and complete cost buildups — not only assembling sub quotes. Working command of water / sewer / storm, earthwork, and site concrete production, and why Operations prices a crew a certain way. Proficiency with a named estimating platform (HCSS HeavyBid strongly preferred; equivalent accepted) and advanced Excel. Valid driver's license. participation math. Field time as a Foreman, Superintendent, or project engineer on self-perform utility or concrete work. Bachelor's in Civil Engineering, Construction Management, or related field — or equivalent experience. Bilingual English / Spanish. Work Environment, Physical & Travel Primarily office-based estimating with regular pre-bid site walks on active or proposed municipal jobs. Walking uneven ground, entering excavations with required PPE when escorted, and outdoor work in heat, cold, and wet conditions during site visits. Occasional lifting and carrying of plan sets, samples, or field materials up to 25 pounds. Local travel across Maryland, D.C., Northern Virginia, and Delaware. Overnight travel is uncommon. $70,000.00 - $150,000.00 per year
