Civil Construction Job Overview:

The Joseph A. Jeffries Company is seeking a dual-threat Senior Project Manager / Estimator to lead our Civil Division. You will own civil projects from early-stage conceptual estimating through final project closeout. For over 90 years, we have built a trusted reputation across Stark County by self-performing our own excavation, paving, concrete, and underground utilities. This role requires a strong background in earthwork, utilities, and infrastructure, combining sharp analytical estimation skills with proven on-site project leadership. Key Responsibilities -

Estimating & Pre-Construction:

Lead Bidding:

Manage the full preparation of complete budget estimates and hard-bid proposals.

Analyze Documentation:

Review blueprints, specifications, proposals, and digital takeoffs.

Quantify Costs:

Calculate accurate costs for materials, labor, equipment, and subcontracts.

Value Engineering:

Identify cost-saving alternatives and strategic bidding advantages. Key Responsibilities -

Project Management & Execution:

Project Oversight:

Manage project schedules, material procurement, and budget tracking.

Financial Control:

Review cost reports, approve invoices, and manage monthly progress billings.

Change Management:

Negotiate, draft, and execute change orders with clients and subcontractors.

Stakeholder Relations:

Act as the primary point of contact for owners, engineers, and field superintendents.

Qualifications & Skills:

Experience:

Minimum 7-10 years of experience in civil construction project management and estimating.

Project Expertise:

Proven track record with deep utilities, earthwork, grading, paving, or highway infrastructure.

Software Proficiency:

Mastery of civil estimating software and takeoff tools (e.g., AGTEK).

Education:

Bachelor's degree in Civil Engineering, Construction Management, or equivalent field experience.

Leadership:

Strong negotiation skills and a track record of mentoring junior staff.
