About Our Client Our client is a leading civil contractor with a strong reputation for delivering high-quality infrastructure and site development projects across Pennsylvania and the surrounding region. Their portfolio includes land development, roadway improvements, utility installations, excavation, grading, paving, stormwater management, and municipal infrastructure projects. Job Description Prepare detailed quantity takeoffs from plans, specifications, and bid documents. Develop comprehensive estimates for civil construction projects. Analyze project scopes, risks, schedules, and bid requirements. Solicit, review, and evaluate subcontractor and supplier proposals. Prepare conceptual, budgetary, and hard-bid estimates. Perform cost analyses for labor, materials, equipment, and subcontracted work. Identify value engineering opportunities and alternative construction approaches. Coordinate with project management and operations teams during bid preparation. Attend pre-bid meetings and site visits as required. Maintain current market pricing for labor, equipment, and materials. Assist with bid submissions, proposal development, and project turnover following award. Support business development efforts by helping identify competitive opportunities. The Successful Applicant A successful Civil Estimator should have: Bachelor's degree in Civil Engineering, Construction Management, or a related field preferred. 3+ years of estimating experience within civil construction. Strong background in site development, utility installation, earthwork, grading, paving, or infrastructure projects. Ability to read and interpret civil plans, specifications, and geotechnical reports. Experience preparing estimates for projects valued from $1M to $50M+. Proficiency with estimating software such as HCSS HeavyBid, Agtek, Bluebeam, Bid2Win, or similar platforms. Advanced Excel and analytical skills. Strong understanding of construction means, methods, and production rates. Excellent communication and organizational skills.
