Estimator / Proposal Coordinator Stiles General Contractors El Paso, TX Full-Time | $45,000-$50,000 per year About the Position Stiles General Contractors is seeking a full-time Estimator / Proposal Coordinator to support our federal contracting and growing construction operations. We currently perform federal service and grounds maintenance contracts and are expanding into commercial and federal construction, renovation, and remodeling work. This position will work directly with company leadership to identify new opportunities, review solicitations, develop estimates, coordinate proposal requirements, and submit complete bids. We are not looking for a senior or chief estimator. We are looking for someone who is organized, detail-oriented, comfortable with numbers and construction documents, and interested in growing with the company as our construction division expands. Responsibilities Search SAM.gov and other solicitation platforms for federal, state, local, and commercial opportunities that fit our capabilities. Review solicitations, scopes of work, specifications, drawings, wage determinations, and submission requirements. Estimate service contracts, including: Grounds maintenance Landscaping Facility services Other recurring government service contracts Assist with estimating construction and renovation projects. Read and interpret construction plans, drawings, and specifications. Perform basic quantity takeoffs and develop pricing worksheets. Request and organize pricing from subcontractors, suppliers, and vendors. Track bid deadlines, site visits, questions/RFI deadlines, amendments, and addenda. Regularly check active solicitations for new amendments or changes. Make sure all required amendments are acknowledged before submission. Prepare proposal packages according to solicitation instructions. Complete pricing schedules, bid forms, certifications, and other required documents. Organize technical documents, past performance information, subcontractor quotes, and supporting proposal documents. Review proposals for completeness before submission. Submit proposals through SAM.gov, PIEE, agency portals, email, or other required systems. Maintain an organized pipeline of opportunities including: Opportunity Agency/customer Due date Estimated value Bid/no-bid status Site visit dates Questions deadline Addenda/amendments Proposal status Award results Maintain estimating files and historical pricing that can be reused on future opportunities. Assist management with identifying profitable opportunities and determining which projects the company should pursue. Construction Responsibilities As Stiles General Contractors expands into construction, this position will increasingly assist with estimating projects involving: Demolition Metal stud framing Drywall Painting Flooring and tile Doors and hardware Ceilings Landscaping and site work General commercial renovations The estimator is not expected to be an expert in every construction trade. However, the candidate should be comfortable reading construction plans, identifying scope, performing takeoffs, and determining when subcontractor pricing is required. Qualifications We are interested in candidates with experience in one or more of the following areas: Construction estimating Project coordination Government contracting Proposal preparation Construction management Quantity takeoffs Landscaping estimating Commercial construction Preferred Skills Ability to read construction drawings and specifications Strong Microsoft Excel skills Strong organizational skills Comfortable working with numbers and pricing Strong written communication Ability to manage multiple deadlines High attention to detail Ability to work independently Comfortable learning government procurement systems Experience with SAM.gov, federal contracting, 8(a) contracting, Fort Bliss, Davis-Bacon/prevailing wage, Service Contract Labor Standards, Bluebeam, PlanSwift, or similar estimating software is a plus, but we are willing to train the right candidate. What Success Looks Like The person in this position should eventually be able to take an opportunity through the majority of the pre-award process: Find Opportunity → Review Solicitation → Identify Requirements → Build Estimate → Obtain Vendor/Subcontractor Pricing → Track Addenda → Assemble Proposal → Final Compliance Check → Submit Management will remain involved in final pricing and major bid decisions.
