The ideal candidate will have strong experience estimating public infrastructure projects, reviewing plans and specifications, performing detailed quantity takeoffs, soliciting subcontractor pricing, and preparing competitive bids. Key Responsibilities Prepare detailed estimates for commercial, civil, municipal, public works, industrial, and government projects . Review plans, specifications, bid documents, addenda, RFPs, and contract requirements. Perform detailed quantity takeoffs for labor, materials, equipment, subcontractors, and general conditions. Estimate earthwork, excavation, grading, paving, concrete, utilities, drainage, stormwater, water, and sanitary sewer systems . Estimate roadway reconstruction, sidewalks, curb and gutter, site development, and other civil infrastructure. Prepare estimates for municipal and public works contracts , including government-funded infrastructure projects. Analyze bid requirements, prevailing wage requirements, bonding, insurance, permits, and other public contract requirements. Solicit and evaluate pricing from subcontractors, suppliers, and vendors. Prepare bid tabs, scope comparisons, bid summaries, and complete bid proposals. Identify scope gaps, exclusions, allowances, risks, and cost-saving opportunities. Attend pre-bid meetings, site visits, and project walkthroughs. Review civil, architectural, structural, MEP, and utility drawings. Coordinate with project managers, engineers, architects, owners, subcontractors, and vendors. Track material, labor, equipment, and subcontractor pricing. Assist with value engineering, budgeting, and project buyout. Maintain accurate estimating documentation, bid files, assumptions, and cost databases. Manage multiple estimates and bid deadlines while maintaining accuracy. Public Works & Government Estimating Estimate municipal infrastructure and public works projects from plans, specifications, and bid schedules. Prepare estimates for water distribution, sanitary sewer, stormwater, drainage, roadway, paving, concrete, and utility projects . Review government RFPs, ITBs, specifications, bid forms, and contract requirements. Prepare detailed bid schedules and pricing for competitive public procurement. Evaluate subcontractor and supplier proposals for compliance with project requirements. Account for prevailing wage, insurance, bonds, permits, mobilization, and other public project costs. Analyze owner-provided quantities and verify quantities through independent takeoffs. Identify discrepancies between plans, specifications, bid schedules, and scopes of work. Support bid strategy and ensure estimates are complete, competitive, and compliant. Qualifications 5+ years of commercial, civil, or public works estimating experience preferred. Experience with municipal, government, infrastructure, or public construction projects . Strong knowledge of civil construction methods, materials, labor, equipment, and production rates. Ability to read and interpret civil, architectural, structural, utility, and construction drawings. Strong proficiency with Microsoft Excel, Bluebeam, and construction estimating software . Strong mathematical, analytical, and problem-solving skills. Excellent communication and negotiation skills. Ability to manage multiple bids and meet tight public bid deadlines. Strong attention to detail and organizational skills. Preferred Experience Municipal and government estimating. Water and wastewater infrastructure. Roadway and highway construction. Stormwater and drainage systems. Site development and earthwork. Public buildings, schools, and government facilities. Industrial construction and fabrication.
