PKS does General Construction for the Federal Government of all types i.e. DoD/ NAVAC/Army/ Air Force/USACE/VA and National Guard. Candidate would be responsible for will be responsible for generating estimating deliverables, developing accurate conceptual cost models, understanding construction methods, productivity, equipment, systems and materials, keeping track of current material & labor pricing, and maintaining relationships with subcontractors & material vendors, and meeting with architects, owners, and outside consultants throughout the preconstruction process.
Essential Functions:
Manage and administer department functions including operating budgets, staffing, wage reviews, work assignments, performance evaluation. Effectively determine the bid strategies required for PKS to be successful. Review the opportunity calendar with the Executive Committee; join in the selection process for selecting projects. Review all final estimates packages to insure accuracy and completeness, prior to formal quotation. Provide assistant in negotiation contracts, change orders as required. Assign projects to estimating staff. Review estimates with Executive Vice President prior to releasing them to clients. Participate in presentations to corporate management and clients. May assist in the preparation of studies, materials and methods, recommendations and cost estimates as required. Assist with the negotiations with potential clients. Negotiate with subcontractors as needed or required Write subcontracts as needed or required Develop Bid calendar Conduct interviews for the positions within the Estimating Dept. Perform annual reviews for estimating department. Overall management responsibility for the company's Estimating Dept. Assist in setting valid performance targets. Maintain working knowledge of Polu Kai Services policies and regulations governing Polu Kai Services.

  • Demonstrated experience leading and working effectively with cross functional teams.
  • Perform additional assignments as needed
Qualifications:
Candidate should have a minimum of 5 years work experience. Experience in the Federal Sector is an absolute must; A bachelor's degree preferably in engineering, architecture or construction management or equal experience in construction Scheduling software; familiar with RFP Process; ability to review project drawings and specifications. Familiar with RFIs and Bidding Software. Willing to travel to pre-bids and site visits when required
