Diesel Planner/Estimator Norfolk, VA Job Details Full-time 21 hours ago Qualifications Generator repair Knowledge management Document review (document control) Blueprint specification interpretation Electrical generators Technical documentation Diesel mechanics Bachelor of Science Engineering Secret Clearance Equipment malfunction troubleshooting Mid-level Technical report writing Marine propulsion systems 8 years Driver's License Bachelor's degree in engineering Bachelor's degree HVAC system repair Cost estimates Full Job Description Job Description The Machinery/Diesel Planner-Estimator is responsible for planning and estimating repair items and ship alterations This includes work definition, material identification, and cost estimation using drawings, technical documents, and NAVSEA Standard Items. The role also ensures proper formatting of Work Items and Estimates in accordance with published directives Preferred experience includes Main Propulsion Diesel Engines (MPDEs), Ship Service Diesel Generators (SSDGs), and various mechanical systems and components. Key Responsibilities Demonstrate familiarity with Amphibious Ship Diesel Maintenance Strategy, including the use of Engineering Approved Technical Procedures (EATPs) Provide detailed cost estimates at the paragraph and trade level for developed work specifications and planner-generated work Provide estimates for all assigned solicitations, incorporating ship checks when feasible Thoroughly review all work specifications and reference materials to ensure complete understanding of scope requirements Develop specifications using technical drawings, design memos, and sketches, and validate requirements through on-site inspections Review technical data, provide labor and material estimates, maintain the Machinery knowledge base, and write/review specifications Write and review Depot Level 4E specifications for maintenance, inspection, and testing Demonstrate familiarity with repair operations for propulsion machinery, HVAC systems, air compressors, and electro-hydraulic equipment Analyze blueprints, drawing packages, and documentation to prepare time, labor, and material estimates for shop and shipboard work Prepare comparative estimates to support subcontractor selection Develop properly formatted 4E specifications/work items with all required technical and production information Conduct ship checks and review drawings, blueprints, and technical publications to input accurate data into the Navy Maintenance Database (NMD) for government review and approval Required Skills & Qualifications Ability to complete assigned tasks on time Strong attention to detail Familiarity with Machinery Systems trade Comprehensive understanding of shipboard machinery systems and their repair/modification Ability to diagnose equipment failures and improper operating procedures related to diesel propulsion systems and components Thorough knowledge of surface combatant ships, carriers, submarines, and ship modernization/overhaul programs Experience with NAVSEA Standard Items (NSI), JFMM VIII-4E, military/commercial specifications, naval drawings, and ship repair practices Working knowledge of automated data processing systems and government-required software Familiarity with Navy Maintenance Database (NMD), or ability to quickly learn Strong technical writing skills for reports, planning documents, and cost analyses Relevant experience or certification for the Machinery/Diesel role must be provided US Navy surface ship experience preferred Physical & Work Requirements Ability to lift, carry, and transport equipment (minimum 30 lbs) Ability to climb ladders aboard US Navy ships and work in confined spaces Travel may be required within and outside the continental United States Possess a valid driver's license Education Bachelor of Science degree in Engineering or a related science field, OR eight (8) years of Naval Marine Engineering experience in responsible engineering roles. Equivalent combinations of education and experience may include completion of Naval technical training such as: Naval Academy Merchant Marine Academy Military Class "A" or "C" Schools Security Clearance Must be a U.S. Citizen and will be subject to a security investigation Must be eligible to obtain and maintain a Secret Clearance May require additional background screening for base access Equal Opportunity Employer QED is an Equal Opportunity Employer (EOE/M/F/D/V).
