Job Description
The Estimator is a highly valuable member of a dynamic team and prepares accurate, detailed, competitive cost estimates for federal construction projects. This role requires analyzing project drawings, specifications, and contractual requirements to develop comprehensive bids. The Estimator will collaborate closely with the Senior Estimator, subcontractors, suppliers, and internal project teams to ensure clarity, accuracy, and that information aligns with federal procurement standards (FAR, DFARS, Buy American). Success in this role requires technical expertise, strong analytical skills, in-depth understanding of construction means and methods, and balancing multiple bids simultaneously while maintaining compliance with federal regulations and internal standards. Key Responsibilities 1. Cost Estimating and Analysis
- Analyze project drawings, specifications, amendments, and scope documents to prepare detailed cost estimates.
- Break down costs into labor, material, equipment, subcontractor, and markup components.
- Develop cost scenarios for multiple procurement strategies.
- Perform detailed accurate quantity takeoffs and validate assumptions against historical data and market trends. 2. Subcontractor and Vendor Coordination
- Solicit and evaluate subcontractor and supplier proposals for accuracy, competitiveness, and compliance.
- Clarify scopes of work and negotiate terms of proposals with vendors and subcontractors.
- Maintain strong relationships with trusted suppliers and subcontractors. 3. Bid Preparation
- Prepare bid packages, including cost breakdowns, schedules, and supporting documentation.
- Ensure all bid documentation complies with FAR, DFARS, Davis-Bacon Act, and other procurement regulations.
- Collaborate with ATC Operations Manager, General Superintendent, Project Managers, and Project Engineers to validate technical and cost assumptions. 4. Risk Assessment and Mitigation
- Identify potential project risks, including unusually low vendor/subcontractor pricing, project scope ambiguity or double-ups, and potential schedule impacts.
- Develop and memorialize detailed cost contingencies and mitigation strategies. 5. Compliance and Documentation
- Maintain accurate records of cost assumptions and risk mitigation measures, subcontractor quotes, and final submissions. Qualifications Education and Certifications
- Bachelor's degree or Certificate in Construction Management, Architecture, Civil Engineering, or related field or equivalent experience in an estimating role.
- Certifications such as Certified Professional Estimator (CPE) are preferred.
Experience:
- 3-5 years of experience in construction estimating, preferably on federal projects.
- Strong familiarity with FAR, DFARS, Buy American, Davis-Bacon Act compliance.
Technical Competencies:
- Proficiency in ProEst, WinEst, Sage, Heavy Bid, MS Excel, and other construction estimating tools.
- Deep understanding of construction means, methodologies and materials pricing.
