SUMMARY OF POSITION

: Under general supervision, operates heavy and specialized equipment to maintain City rights-of-way, drainage areas, easements, medians, and other public properties. Performs and leads mowing, vegetation management, litter and debris removal, grading, drainage maintenance, and material handling. Provides crew guidance and assists with daily work coordination to ensure safe, efficient operations under established standards and procedures. Assists the ROW Supervisor with field inspections, work prioritization, equipment coordination, training, and verification of completed work.

: Essential Duties

  • The listed duties represent the primary responsibilities of this classification and are not all-inclusive.

Employees may not be required to perform every listed duty and may be assigned additional duties specific to their position. Operates tractors, rotary and boom mowers, loaders, excavators, grapple trucks, dump trucks, brush equipment, and other heavy and specialized equipment used in the maintenance of City rights-of-way and public properties. Performs and leads mowing, vegetation management, brush and debris removal, litter collection, grading, drainage maintenance, and related work in City rights-of-way, medians, drainage areas, easements, alleys, and other designated areas. Provides functional direction and field leadership to assigned employees on proper work methods, equipment operation, and safety procedures; Inspects assigned work areas and identifies maintenance needs, hazards, damaged infrastructure, illegal dumping, vegetation concerns, drainage issues, and other conditions requiring attention; communicates findings to the appropriate supervisor. Performs daily equipment inspections and minor maintenance and adjustments; reports equipment deficiencies, maintenance needs, and safety concerns. Assists with traffic control, work-zone setup, barricades, and signage and complies with the Texas Manual on Uniform Traffic Control Devices (TMUTCD). Assists with emergency and after-hours response involving right-of-way obstructions, storm debris, flooding, severe weather, fallen trees, and other public safety needs. Maintains communication with the supervisor regarding work progress, equipment needs, field conditions, and completion of assignments. Assists with equipment, material, and supply inventories and documentation of completed work, equipment usage, and material quantities as directed. Attends required training, safety meetings, and educational seminars. Performs other duties as assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
:
Knowledge of:

Operating characteristics and safety procedures for light and heavy motorized equipment; applicable Texas motor vehicle laws; materials, tools, and equipment used in construction and right-of-way maintenance; excavation, confined space, high pressure, electrical, and other worksite hazards; and City of Seguin safety practices, including traffic control.

Physical Ability to:

lift and maneuver up to 85 pounds (i.e. construction materials, pipe, bags of concrete, etc.); climb and maintain balance on ladder; ascend and descend up to 30" high steps numerous times per day; do repetitive bending and kneeling; and perform strenuous work in the outdoors under adverse weather conditions.

Ability to:

Safely and efficiently operate heavy and specialized equipment; lead and train crews; interpret and follow instructions, work orders, maps, and construction or utility diagrams; identify maintenance needs, hazards, and equipment deficiencies; assist with daily work coordination; make field decisions within established guidelines; communicate effectively and work independently and cooperatively; seek supervisory assistance when needed; maintain accurate records and report work status and issues; and maintain a valid Texas driver's license and acceptable driving record.

ACCEPTABLE EXPERIENCE AND TRAINING

: High school diploma or its equivalent, and at least three years of progressively responsible experience operating heavy equipment, with experience in right-of-way maintenance, vegetation management, streets, drainage, or related municipal maintenance;

CERTIFICATES AND LICENSES REQUIRED

: Class "A or B" Commercial Driver's License is required within one (1) year of employment. Must possess a valid Driver's License with an acceptable driving record. For full job description click on the attachment
