The Experienced Underground Utilities Tailman/Hillman supports the installation of water, sanitary sewer, stormwater, and other underground utility systems. This position works directly with the Pipe Layer, Pipe Foreman, equipment operators, and utility crew to prepare trenches, handle and install pipe, maintain line and grade, safely rig materials, and complete backfilling and restoration activities. The ideal candidate has practical experience on underground utility or heavy civil construction projects, understands pipe-crew operations, communicates effectively with equipment operators, and can work productively without constant supervision. The role requires outdoor work, physical labor, and strict compliance with trenching, excavation, and jobsite safety procedures. Essential Duties Assist with the installation of storm drain, sanitary sewer, water main, force main, and other underground utility systems. Prepare pipe and fittings for installation, including measuring, marking, cutting, beveling, cleaning, sealing, and installing retainers or other components as required. Safely rig and guide pipe, structures, manholes, fittings, and other materials for lifting and placement in the trench. Assist the Pipe Layer with setting, aligning, joining, blocking, and securing pipe. Measure from grade stakes, drive stakes, stretch tight line, and assist with maintaining proper line and grade. Use pipe lasers, levels, grade rods, measuring equipment, and hand tools as directed. Signal excavator, loader, crane, and other equipment operators during excavation, lifting, pipe placement, and backfilling operations. Assist with trench preparation, including hand excavation, bedding placement, dewatering, shoring support, and removal of loose or unsuitable material. Fine-grade trench bottoms and bedding materials using picks, shovels, rakes, and other hand tools. Assist with the installation of manholes, catch basins, inlets, valve boxes, cleanouts, forms, and related utility structures. Help perform pipe and utility testing, including visual inspections, pressure testing, mandrel testing, air testing, and leakage testing when required. Assist with backfilling, haunching, compaction, grading, and final cleanup. Operate approved hand tools, small equipment, compactors, pumps, and other construction equipment when trained and authorized. Maintain proper communication with the Pipe Foreman, Pipe Layer, equipment operators, survey personnel, inspectors, and other crew members. Identify and report damaged pipe, improper grade, unsafe trench conditions, utility conflicts, equipment problems, or other issues immediately. Maintain a clean, organized, and hazard-free work area throughout the day. Perform general labor duties and other underground utility construction tasks as assigned. Demonstrated experience as a Tailman, Hillman, utility laborer, or similar pipe-crew position. Working knowledge of water, sewer, storm drain, and drainage pipe installation. Ability to measure, cut, prepare, handle, and safely rig pipe and utility structures. Ability to understand grade stakes, elevations, measurements, utility markings, and basic civil construction plans. Experience working around excavators, loaders, cranes, trench boxes, pumps, compactors, and other underground utility equipment. Ability to use hand tools and pipe-installation tools safely and correctly. Ability to communicate clearly using hand signals, radios, and verbal instructions. Ability to identify unsafe conditions and stop or report work when conditions are not acceptable. Valid driver's license preferred. OSHA-10, trench-safety, competent-person, confined-space, flagger, or similar construction training preferred. Reliable transportation to assigned jobsites. Safety and Work Requirements Follow all company safety policies, project requirements, OSHA regulations, and instructions from the competent person and Pipe Foreman. Enter trenches or excavations only when authorized and when required inspections, access, protective systems, and atmospheric controls are in place. Never work beneath suspended loads or enter equipment swing areas, pinch points, or unsafe excavation conditions. Wear required PPE, including hard hat, high-visibility vest or shirt, safety-toe boots, gloves, eye protection, and hearing protection when required. Follow procedures for working around existing underground utilities, traffic, heavy equipment, and energized systems. Immediately report injuries, near misses, utility strikes, trench movement, damaged equipment, and other hazardous conditions. Work outdoors in heat, rain, humidity, mud, dust, noise, and other changing weather conditions. Frequently stand, walk on uneven ground, bend, kneel, stoop, climb, balance, reach, push, pull, and handle construction materials. Ability to lift and carry up to 75 pounds, with heavier materials moved using mechanical equipment and proper lifting procedures. Ability to work early mornings, extended hours, weekends, or emergency schedules when required.
