Job Description

Assistant Property Manager Job Description Position Overview The role of the Assistant Property Manager is recognized as function to proactively assist the property management team to maintain a high standard at the properties owned and/or managed by the Jackson County Housing Authority (JCHA). Key responsibilities include the management of residents' files and reporting to ensure that all HUD and JCHA regulations and policies are followed in the administration of the PH program. This positions reports to the Property Manager. Applications accepted through May 14, 2026. This position is responsible for knowing local, state, and federal laws and regulations relevant to market and affordable multifamily programs, Public Housing, and other programs as well as Fair Housing and Affirmative Fair Housing Marketing laws to ensure properties are compliant. The duties listed below illustrate the various types of work performed. Major Duties and Responsibilities Ensure residents maintain compliance with the lease terms, rent payments, and all other applicable JCHA policies. Manages resident complaints. Works with the Property Manager and Housing Specialists to ensure all resident records are maintained in compliance with HUD regulations. Works with Housing Specialist to correct tenant filing deficiencies. Ensures that staff follows applicable local, state, and federal regulations and JCHA's policies. Provides customer service to residents resolving any issues that may occur; Provides general information regarding housing assistance programs, eligibility requirements, and availability, and general procedures to applicants and explains various program and income requirements, income verification and waiting list procedures, etc. Assists in monitoring and analyzing rent payments including computing and processing all rent adjustments. Assists in communicating with residents when rents are not paid on the first of the month in rent collection efforts as directed by the Property Manager Assists in resolving issues raised by the quality control program. Reviews and approves all resident files for accuracy and compliance with gross rent, utility allowances, income limitations, and all other regulatory requirements, partnership agreements, and applicable program requirements. Assists with property occupancy by effectively retaining residents through education of lease terms, expectations of the Housing Authority and its policies. Seeks out and works with a variety of agencies that provide rental assistance to residents and seeks final approval of assistance applications from the Deputy Director or Executive Director. Follows all local, state, and federal policies, procedures, and regulations regarding public housing. Schedules and shows vacant units to waitlist applicants as notified by Intake Coordinator. Assists with leaseup activities with Intake Coordinator to ensure residents agreed upon movein date is the target date. Completes the leaseup process with new residents including reviewing the lease and expectations of JCHA. Assists with the coordination of the use of the community room rentals and field office use by maintaining a calendar for each space. Calls Sheriff's Department to set up forcible evictions for delinquent residents once the eviction notices are signed off on by the judge and received by the Housing Authority's attorney; Coordinates forcible evictions with the Maintenance Department. Assists in the collection of resident documents. Processes rent payments and enters them into the cash receipt system as necessary. Provides parking pass and maintains parking pass logs. Documents lease violations and enforce the remedy of the violations in the development assigned area. Follows up on housekeeping and NSPIRE inspection of lease violations as reported by the Property Manager or Maintenance Department. Programs and assigns key fobs to applicable residents and records necessary charges. Reports vacant units and residents' intent to vacate within 24 hours to the Maintenance Department so that vacancy preparation can begin. Tracks community service hours for residents in the development assigned area. Monitors rent collections and past due balances. Prepares report of residents with past due rents of more than 60 days to supervisor. Monitors the residents' accounts to ensure accurate files and balances; Discusses residents who may need to go to legal with the Property Manager. Monitors and ensures residents connect utilities in their name upon movein and disconnects them upon moveout. Operates the management office and ensures the offices have an adequate number of uptodate forms and paperwork packets including application packages. Works closely with the Social Service Department to make resident referrals. Assists with other properties, as necessary. Completes training, as assigned. Reads and responds to emails, Teams messages, and phone calls daily during business hours. Performs other related duties as assigned. Knowledge, Skill, and Abilities Ability to contribute to a positive work environment and display the same positivity to the applicants, HCV recipients, and public housing residents. Knowledge and compliance with Fair Housing and Illinois State Landlord/Tenant Laws and the U.S. Department of Housing and Urban Development. Proficient computer skills and ability to learn JCHA software systems. Knowledge of LowIncome Public Housing, Housing Choice Voucher and Rental Assistance Demonstration regulations, with an emphasis on program eligibility and admissions requirements. Strong clerical skills including record keeping, report preparation, filing methods, and records management techniques. Ability to work independently and multitask on a variety of tasks. Maintain reliable and predictable attendance. Ability to use tact, discretion, initiative, and independent judgment within established guidelines. Ability to apply logical thinking to solve problems or accomplish tasks to understand and communicate complicated policies and procedures. Ability to be a constant professional at work; including professionally dressed, groomed, and speak professionally to clients and other staff. Keep and guard all applicants, residents, and participants' personal information in a private manner. Establishing and maintaining ethical and cooperative relationships with all those contacted in work. Ability to learn and be trained in complicated policies and procedures. Working Conditions/Physical Requirement (with or without reasonable accommodation) There are a number of deadlines associated with this position, which may cause significant stress. Must be able to remain in a stationary position for prolonged periods of time. Occasionally move about inside the office to access file cabinets and office machinery. Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer. Frequently communicates with third parties, applicants, residents, participants, and coworkers regarding files. Must be able to exchange accurate information. Works in routing office locations in assigned Amp. Education/Specific Requirements High School diploma or equivalent. Two plus (2+) years of experience as a property manager or similar. Property Manager Certification or similar from an accredited institute preferred or ability to obtain such credentials within one (1) year of hire. Rental Assistance Demonstration certification preferred or ability to obtain such credentials within one (1) year of hire. Two (2) years of experience with affordable housing or assisted housing programs and demonstrated skills in lowincome compliance or two (2) years of experience in the administration of a Public Housing Authority in its daily operations and activities strongly preferred. Continuously hold an Illinois Driver's License with an insurable driving record or ability to obtain one (1) within thirty (30) days of hire.
