Job Description

Job Summary:
This professional position serves as primary contact for all projects and initiatives of the Allen County Family and Children First Council (ACFCFC). The Administrator leads Council in creating annual goals and objectives to improve services provided to children and families.

The Administrator maintains community collaboration among family-serving governmental and private agencies; provides oversight of Shared Plan priorities; and engages family input. The Administrator is responsible for coordinating Council meetings, committee work, grant contract processing, budgeting, and compliance requirements for the ACFCFC.
Job Scope:
Management of Council projects and committees; link to Ohio FCF Office; provide oversight of fiscal, data collection, reporting, meeting key dates; supervise service coordination; manage MSY grants; represent Council on community committees/workgroups; and advocate needs to State partners. Job Accountabilities Every job has accountability for end results. These end results are accomplished by performing the tasks and activities assigned to the job. Serves as the liaison for Coordinating Services to Allen County families and the family-serving agencies who refer children in need of multi-system support. Encourages collaborative cross-system efforts to implement the best care options to maintain children close to home and in the least restrictive environment. Provides oversight of Intersystems meetings, service coordination, and funding requests. Oversee MSY Grant applications and ensures that the Allen County Service Coordination Mechanism (SCM) is reviewed/updated annually. Provides Service Coordination training to agency staff, as needed. Maintains SC caseload (billable hours) of high-level youth, as needed, including Family/Team meetings, Plans of Care, data/notes into OASCIS system, and check-ins with active families. 10% 2. Responsible for Daily Operations of Council and Shared Accountability. Coordinates Council, committee, and task force meetings, including agendas, minutes, and financial reports. Serves as a professional resource for committees by gathering, analyzing, and reporting pertinent information. Communicates with state agencies/legislators and local contacts to address needs/gaps/barriers for families. Provides leadership to implement and monitor projects, programs, activities, and grants. Participates in State FCF meetings and trainings. Facilitates mandated Shared Plan strategic planning, as well as policy review and implementation. Supervises FCFC staff and volunteers. 35% 3. Represents Council in the Community through Capacity Building collaborations that complement Council's mission. Oversees preparation of correspondence on behalf of Council. Organizes Council schedule, maintains web and social media presence, and distributes monthly agency updates to maintain open communication. Serves as a source for information (including presentations) related to Council mission and goals. Maintain Council partnerships and expand membership by building relationships with non-member family-serving agencies and community/regional contacts. 20% 4. Recruits and supports Family Representation and Engagement. Responsible for outreach to those with lived experience to provide input on Council priorities. Engage family representatives in committee work and community collaboration. 15% 5. Works with Steering & Finance Committees and the Administrative Agent to maintain the Financial Stability of Council., Maintains financial records and adheres to County and Council fiscal policies and procedures. Works closely with Council's fiscal services contractor for processing/reimbursement of Intersystems expenditures (FCSS, MSY), and Council expenditures. Completes required reporting for State (OCBF) and local funding, and grants. Oversees the annual budget, audit reports and grant applications. Plans annual Membership Campaign and monitors partner contributions. 15% 6. Serves as the liaison to the Board of Commissioners (Administrative Agent) ensuring resolutions, contracts, and required processes are completed. Report to Commissioners as requested. 5% 7. II. SPECIAL REQUIREMENTS
Skills and Abilities Ability to work independently and demonstrate initiative and good time management skills. Ability to communicate clearly both orally and in writing with families and colleagues. Adherence to confidentiality is essential. Knowledge of budget development, accounting, purchasing and data processing practices. Knowledge of the Allen County social service system and community resources. Knowledge of how to conduct a business meeting, transcribe meeting minutes, Sunshine Law, Robert's Rules of Order, Records Retention. Ability to solve problems and deal with a variety of variables in situations where only limited standardization exists. Demonstrated ability to work in collaboration with families and colleagues in the provision or development of programs. Proficient in Microsoft Word and Excel; familiar with technology for virtual meetings, social media, and web page management. Ability to develop strategic plans. Driving to various meetings and/or functions assigned to the position Equipment and Machines used in performing the duties of this job. Computers and related equipment Cell phone/desk phone Printers Copiers Automobile Licenses and Certificates Must have a valid Ohio driver's license with a record that is acceptable by the agency's insurance carrier as verified by an annual driver's abstract. Must provide proof of liability insurance on personal vehicles. Training and Experience A Bachelor's degree in a related field is required. A Master's degree preferred. Related experience required; three to five years of experience working within child serving system. Physical Requirements Walking 35% Sitting 60% Climbing, kneeling, stooping, bending 5%
III. ADDITIONAL COMMENTS
Reports to Steering Committee of the Allen County Family & Children First Council; employed by Allen County Board of Commissioners A periodic receipt of acceptable criminal background checks from the Ohio Bureau of Criminal Identification and Investigation (BCII) and the Federal Bureau of Investigation (FBI) may be required. A thorough self-evaluation will be completed each year. In-service training, including CANS Assessment will be required annually. Requests to perform other duties not listed in Section B may be required. Position duties may result in exposure to hazardous conditions such as communicable diseases, physical assault, road conditions caused by inclement weather, etc. Teamwork and collaboration with families served, fellow employees, advocates, community organizations, service providers, county agencies & the general public are expected. All policies and procedures of the Allen County Board of Commissioners and the Allen County Family and Children First Council must be followed.
