GENERAL STATEMENT OF RESPONSIBILITIES
Under limited supervision, this position assists the Director in the overall management and administration of the General Services Department, to include vehicle and portable assets, as well as City facility maintenance operations. Provides departmental leadership and is responsible for developing and administering programs and systems, including capital programs, to support and promote high performance strategies and to meet organizational needs, vision and values; serves as Director as needed. Reports to the Director of General Services.
ESSENTIAL JOB FUNCTIONS
Assists the Director in the overall management and administration of the City's vehicle & equipment fleet and facility maintenance operations. Provides administrative oversight and coordinates departmental activities and functions. Assists with budget preparation, manages purchasing, monitors and measures the performance of suppliers and service providers. Monitors the administration of the day-to-day capital and general expense budget. Serves as the department's purchasing card (P-Card) administrator and Freedom of Information Act (FOIA) representative. Advises and assists in developing the departmental direction, priorities, goals and objectives to meet City and departmental needs. Assists in developing and evaluating internal policies and operating procedures; develops staff organization to effectively carry out departmental operations; manages the functionality and workflow of all technology support systems related to management software, automated fuel distribution systems, motor pool, and additional specific web-based applications applicable to the various department divisions. Establishes systems for ensuring City and departmental personnel policies and procedures are appropriately administered. Assists with administering departmental human resources functions including effective supervision of assigned staff, employee selection, performance management, employee relations, and related activities. Responsible for identifying and assessing organizational needs across a variety of asset acquisition, maintenance, and repair issues. Researches and develops new and innovative systems and programs in keeping with organizational vision and values; and proactively deals with emerging issues. Responsible and accountable for coordinating activities with other City departments, other jurisdictions and state and federal agencies as appropriate; performs studies in a variety of areas, prepares reports, analyzes data and makes recommendations to City officials. Performs other duties as assigned.

REQUIRED KNOWLEDGE
Equipment Management and Administration — Thorough knowledge of the principles, practices and procedures of equipment management systems including automotive and specialized heavy equipment and equipment maintenance technology. General knowledge of municipal organization and operations, and related state, federal and local agencies and organizations. Human Resources
  • Knowledge of human resources and modern business principles, theories and practices to include Strategic Planning, FLSA, FMLA, and related laws and regulations. EDUCATION AND EXPERIENCE
Requires a Bachelor's Degree in Public Administration, Business Administration or a related field and 5
  • 7 years of progressively responsible experience managing and supervising a medium to large vehicle and asset fleet with 3
  • 5 years of supervisory experience, or an equivalent combination of education and experience.
Advanced degree is desirable.
ADDITIONAL REQUIREMENTS
Requires an acceptable general background check to include a local and state criminal history check and a valid driver's license with an acceptable driving record. A National Association of Fleet Administrators (NAFA) Fleet Management Certification, facilities management experience, knowledge of municipal equipment technology systems, and governmental purchasing laws combined with public sector experience preferred.
PHYSICAL REQUIREMENTS
Requires the ability to exert light physical effort in sedentary to light work. Some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at keyboard or work station.
SENSORY REQUIREMENTS
Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally.
