Job Summary This full-time municipal office role combines accounting, utility billing, clerk duties, front desk service, and Council meeting support. The position requires QuickBooks experience, strong Excel skills, NC Notary certification, accurate recordkeeping, and professional customer service. We are seeking a dedicated and detail-oriented Municipal Clerk and Accounting Bookkeeper to join our local government team. In this vital role, you will manage municipal records, oversee financial transactions, and ensure compliance with accounting standards. Your expertise will support transparent governance and accurate financial reporting, contributing to the efficient operation of municipal services. This position offers an exciting opportunity to apply your accounting skills (accounts payable, accounts receivable, payroll, and journal entries) within a public sector environment, making a meaningful impact in the community. Experience with administrative tasks, familiarity with municipality procedures, and strong organizational skills will be necessary in this role. Ensuring smooth day-to-day operations, with attention to detail and customer service are paramount in this role. Responsibilities Maintain and update official municipal records, including meeting minutes, ordinances, resolutions, and legal documents with precision and confidentiality. Attend monthly Council meetings and prepare minutes and financial documentation prior to each scheduled Council meeting. Manage accounts payable and receivable processes, ensuring timely payments and collections while adhering to municipal policies. Perform bank reconciliations and general ledger accounting to ensure accuracy of financial data in accordance with GAAP (Generally Accepted Accounting Principles). Prepare detailed financial reports, including balance sheets, income statements, and budget analyses for internal review and public dissemination. Process payroll using accounting QuickBooks Online ensuring compliance with payroll regulations and accurate deductions. Conduct account analysis, journal entries, account reconciliation, and double-entry bookkeeping to maintain the integrity of financial records. Utilize a separate software system to bill residents for utilities monthly and process utility payments daily. Utilize spreadsheets and financial software to support budgeting activities, financial forecasting, and audit preparations. Ensure compliance with local government regulations and accounting standards specific to public sector accounting practices. Notarize town documents as required. Qualifications Proven experience in bookkeeping or accounting within a public or non-profit organization; familiarity with municipal or government accounting is preferred. Strong proficiency in accounting using QuickBooks Online. Strong proficiency using Microsoft Office products especially Excel and Word. Knowledge of GAAP standards and public sector accounting principles including balance sheet reconciliation and account analysis. Ability to perform bank reconciliations, account reconciliation, payroll processing, and journal entries accurately. Excellent organizational skills with attention to detail in maintaining official records and financial documentation. Demonstrated ability to interpret financial concepts such as debits & credits, double entry bookkeeping, and general ledger accounting. Proficiency in spreadsheets for budgeting, data analysis, and report writing; experience with financial report writing is advantageous. Strong communication skills to collaborate effectively with team members and present complex financial information clearly. Customer service experience with professional communication skills. Ability to work independently and manage multiple tasks effectively. NC Notary certification is required.
