Job Description

Dane County Corporation Counsel (Child Support) in Madison, WI has a full time (1.0 FTE ) vacancy for a Clerk IV position. The Eligibility List created for this recruitment may be used to fill future Clerk IV vacancies over the next six (6) months.

DEFINITION

Under general supervision, Clerk IV performs varied high-level, responsible administrative support work in the various county departments. Incumbents may perform specialized duties inherent in the function to which they are assigned. The ability to perform such duties may depend on previous experience at a lower level in the same department or upon experience in similar activities, which facilitates learning the requirements of specialized functions. The classifications in this series are responsible for conducting transactions with other employees or the public in matters requiring detailed knowledge of laws, rules, procedures, policies, precedents, and activities and supplying information involving facts and interpretations.

EXAMPLES OF DUTIES

Checks and processes a variety of documents. Searches files for information needed in compiling statistical and financial reports. Maintains files and indexes; alphabetizes, indexes, and proofs cards and records. Greets visitors and obtains or gives out information concerning departmental functions and procedures. Adjusts complaints. Prepares acknowledgments and replies to letters. Prepares agendas and takes minutes for boards and committees. Prepares bills. Fills out personnel forms. Keeps payroll records. Prepares duty assignment work schedules of department employees. Operates a variety of office equipment including computers, calculators, and duplicating equipment. Answers the telephone to give information and assistance. Computes and collects fees and taxes. Prepares bank deposits. Audits claims and warrants for accuracy and completeness. Transfers a variety of information from field notes to permanent records and files. Sorts, audits, batches, and codes purchase orders. Checks books and other materials thoroughly. Maintains follow-up records. Compiles information for reports and assists in consolidation and presentation of data. Trains new employees. Orders supplies and equipment. May provide direct clerical support to multiple staff and managers. Oversees and assists in the work of subordinates. Child Support Clerk IV -

Legal Support:

In addition to the above, duties also include advanced and specialized clerical and legal support functions for the child support program. This position supports Child Support Attorneys and Child Support Investigators by preparing and processing legal documents, coordinating court activity, maintaining case information, and ensuring compliance with statutory and procedural requirements. The position is responsible for the understanding of the legal/court process by obtaining court hearing dates, sending out and processing service of process documents to the parties, retrieving e-notifications from CCAP and working directly with the Clerk of Courts on ensuring filing requirements and timelines. Work requires detailed knowledge of child support laws, court processes, agency policies, and statewide systems including KIDS, wiKIDS, and CCAP. Clerk of Courts Clerk IV -

Criminal/Traffic Clerk:

In addition to the above, duties also include general clerical support for the Clerk of Court's Office. Entry of data in criminal and traffic cases in CCAP including court dispositions (e.g. financial, sentences). Docketing and distribution of interim documents in criminal and traffic case types. Post-judgment processing of criminal and traffic cases. Backup to other positions in the Clerk of Courts Administrative Office. Sheriff's Office Clerk IV -

Administrative Services :

In addition to the above, duties also include preparation of employee calendars; scheduling in-services, field training, jail training, boats, and team training; processing long-term time-off requests; net annual work hours; vacation and holiday call-up; special event assignments; lateral and shift change requests; rotation changes; updates staffing levels; and maintains radio numbers. This position is a lead worker to other clerical staff within the Division. Sheriff's Office Clerk IV -

Security Services:

In addition to the above, duties also include administrative assistance to the Security Services Divisional Captain, Jail Population Manager, Administrative Manager, Social Workers, and Sergeant. Screens jail mail and monitors the mail clerk position as to their development, and training, along with maintaining and updating policies and protocols related to resident mail. Facilitates jail programming under the direction of the Social Workers. Works as a liaison with contracted organizations, forwards applications to Special Projects Sergeant for approval and/or denials of all jail access applicants, updates jail access approval list, instructs part of the orientation classes that provide jail rules pertaining to confidentiality and security. Collects data for surveys and various statistical reporting. Serves as resource for Security Support Specialists, regarding training, jail access and fingerprints. Assists with jail resident reallocation by maintaining and auditing list of eligible residents to be housed in other counties. Develops and maintains professional relationships with the public and outside agencies.

Education, Training and Experience:

Any combination of education and experience equivalent to graduation from High School and five (5) years of progressively responsible general clerical experience, often including lead work (lead work includes assigning and monitoring work and training new employees as well as performing the work itself).

Certifications & Licenses :
Sheriff's Office:

May be required to maintain TIME system certification.

Special Requirements:

Individuals who meet the minimum qualifications must also pass a Microsoft Word and Excel test with 70% accuracy. Must have a valid driver's license, or access to reliable personal transportation, or equivalent. Also refer to the "Physical and Environmental Work Requirements" section below. In addition to the Special Requirements mentioned above, the following is required by these departments:

Sheriff's Office:

Comfortable working directly with in-custody residents, law enforcement, and other county/state agencies. Ability to deal effectively with persons who may be hostile or non-cooperative. A background investigation, including but not limited to: verification of all past employment, education, criminal history check, fingerprinting, and drug testing is required.

Background Check Statement:

Some positions may require a criminal background check which can include fingerprinting due to the nature of the job's responsibilities. Wisconsin's Fair Employment Law, s. 111.31 - 111.395, Wis. Stats., prohibits discrimination because of an arrest or conviction record. However, Dane County may disqualify an applicant if the position's responsibilities are substantially related to the applicant's criminal history (e.g., the nature of the crime and its relationship to the position, whether hiring, transferring or promoting an applicant would pose an unreasonable risk to the business, its employees, customers and vendors, etc.) Management reserves the right to make employment contingent upon successful completion of the background check.

For Bilingual Positions:

Provide services in both English and the required foreign language (e.g., Spanish, Arabic, Hmong, etc.). Applicants being considered for bilingual positions will be tested during the recruitment process prior to employment. This will primarily consist of passing an oral language proficiency assessment from English to foreign language and foreign language to English, but may require additional language testing, such as written translation, if it is an essential function of the job.

•If applicable, individuals may confirm with the Employee Relations Division whether results of bilingual language certifications/examinations they currently hold qualify them for the position's bilingual designation.

Physical and Environment Work Requirements:

Typical office environment. Extensive time spent on computers and phones. Ability to see and hear with or without adaptive devices. Ability to reach, stoop, bend, and use hand, wrist, and finger motions. Ability to lift 20-pounds banker boxes with/without assistance.

Knowledge, Skills and Abilities:

Knowledge of modern office procedures and practices. Knowledge of laws and regulations affecting departmental operations. Effective interpersonal, oral and written communication skills. Ability to oversee the work of others as a lead worker. Ability to interpret and apply policies, regulations and procedures. Ability to keep complex financial and statistical records. Ability to establish and maintain effective relationships with employees and the public. Ability to multi-task, meet strict time deadlines and manage a complex workload. Flexibility to handle shifting priorities and last-minute interruptions. Ability to work independently with minimal supervision. Ability to gather and organize data for formal reporting. Ability to maintain confidentiality and objectivity. Proficient knowledge of Microsoft Office software applications. In addition to the KSAs above, the following KSAs are required by these departments:

Sheriff's Office:

Ability to read and understand complex manuals and state statutes with an emphasis on Department of Corrections 350. Comfortable working directly with in-custody residents, law enforcement, and other county/state agencies. Ability to deal effectively with persons who may be hostile or non-cooperative. Ability to schedule and conduct weekly orientations and monthly meetings. Interviewing skills and experience preferred.
